Moscow River

Different epochs

Taking a walk along the Moskva River by boat, you will witness the architecture of Moscow from different eras and styles. Archaeological studies indicate that already in the XI century there stood a fortified settlement on Borovitsky hill, which is now called the Kremlin. Little fortress could not accommodate all the residents of the rapidly growing city, and the Grand Duke ordered the construction of a new Kremlin, larger than the former.

Monasteries and temples

• Novospassky Monastery
• Founded in the 13th century on the site where now is located the Danilovsky monastery. After a few decades, in 1330, Ivan Kalita moved the monastery onto the Borovitskii hill of the Kremlin. However, in the 15th century, Spassky Monastery again moved, this time to a more spacious place on Krasnoholmskaya waterfront.
• Church of St. Nicholas in Zayaitskom
• Erected in the middle of the XVIII century in baroque style. The building survived after the 1812 fire, but the utensils were destoyed. Parishioners collected donations and restored the temple on their own. In Soviet times, it was closed and re-opened only in 1992.
• Cathedral of Christ the Savior
• The church was originally erected in honor of the victory over Napoleon and was being under construction for long 44 years. Notoriously demolished in 1937 to be a giant swimming pool under open sky. The current building was constructed in 1990s. It is the tallest and one of the largest Orthodox churches in the world.
• The temple was built in 1679-82, during the reign of Tsar Fedor Alekseevich, in late Muscovite Baroque style and can be characterized as bonfire temple. Each gable is a symbol of a heavenly fire.
• Novodevichy Convent
• The most famous concent and monastery in Moscow, presumably founded in 1524. Novodevichy’s status has always been high among other monasteries, it was in this monastery where the women of the royal blood, the wives of Tsars and local rulers of Moscow were kept in prison as nuns.
• St. Andrew’s church  (male acts as Compound Patriarch of Moscow)
• St. Andrew’s church stands right on the slopes of the Sparrow Hills, on the way down to the Moskva River, on the territory of the Nature Reserve “Sparrow Hills”. The monastery is small in size but is very cozy. It’s situated in a quiet courtyard surrounded by temples, fruit trees and flowers.

MANILA, Philippines (AP) — Chinese coast guard ships hit a Philippine supply boat with water cannons Saturday in the latest confrontation near a disputed shoal in the South China Sea , causing injuries to its navy crew members and heavy damage to the wooden vessel, Philippine officials said.

The United States and Japan immediately expressed their support to the Philippines, as well as alarm over Chinese forces’ aggression off the Second Thomas Shoal , which has been the scene of repeated confrontations between Chinese and Philippine vessels over the past year.

The far-flung shoal has been occupied by a small contingent of Philippine navy and marines on a marooned warship since 1999, but has been surrounded by Chinese coast guard and suspected militia vessels in an increasingly tense territorial standoff . It’s the second time the Philippine boat Unaizah May 4 has been damaged by the Chinese coast guard’s water cannon assault in March alone.

The repeated high-seas confrontations have sparked fears they could degenerate into a larger conflict that could bring China and the United States into a collision.

Washington lays no claims to the busy seaway, a key global trade route, but has deployed Navy ships and fighter jets in what it calls “freedom of navigation” operations, which China has criticized .

The U.S. has also warned repeatedly that it’s obligated to defend the Philippines — its oldest treaty ally in Asia — if Filipino forces, ships or aircraft come under an armed attack, including in the South China Sea.

U.S. State Department spokesperson Matthew Miller said in a statement Saturday that the United States “stands with its ally the Philippines and condemns the dangerous actions by the People’s Republic of China (PRC) against lawful Philippine maritime operations in the South China Sea on March 23.”

He said the Chinese ships’ “repeated employment of water cannons and reckless blocking maneuvers resulted in injuries to Filipino service members and significant damage to their resupply vessel, rendering it immobile.”

Escorted by two Philippine coast guard ships, the Unaizah May 4 was en route to deliver supplies and a fresh batch of Filipino sailors to the territorial outpost in the shoal at dawn Saturday when they were blocked and surrounded by Chinese coast guard ships and suspected militia vessels.

“Their reckless and dangerous actions culminated with the water cannoning of Unaizah May 4, causing severe damage to the vessel and injuries to Filipinos onboard,” a Philippine government task force dealing with the territorial conflicts said without elaborating.

The two Philippine coast guard patrol ships maneuvered through the Chinese blockade to treat the injured Filipino crew members and tow the disabled supply boat away. Another motorboat managed to transport the new batch of Filipino sailors and supplies to the Philippine outpost in the shallows of the shoal despite the Chinese coast guard’s attempt to block them by placing a floating barrier in the waters, Philippine officials said.

The hostilities dragged on for about 8 hours, they said.

“The Philippines will not be deterred — by veiled threats or hostility — from exercising our legal rights over our maritime zones,” the government task force said in a statement. “We demand that China demonstrate in deeds and not in words that it is a responsible and trustworthy member of the international community.”

Chinese coast guard spokesperson Gan Yu said the Philippine vessels intruded into what he said was China’s territorial waters despite repeated warnings. “The China coast guard implemented lawful regulation, interception and expulsion in a reasonable and professional manner,” Gan said.

Washington’s ambassador to Manila, MaryKay Carlson, said that “the U.S. stands with the Philippines against the PRC’s repeated dangerous maneuvers and water cannons to disrupt” the Philippine coast guard’s “lawful activities” in Manila’s exclusive economic zone.

Japan’s ambassador-designate to Manila, Endo Kazuya, reiterated his country’s “grave concern on the repeated dangerous actions by the Chinese coast guard in the South China Sea, which resulted in Filipino injuries.”

Aside from China and the Philippines, Vietnam, Malaysia, Taiwan and Brunei also have overlapping claims in the resource-rich and busy waterway, which Beijing continues to claim virtually in its entirety despite a 2016 international arbitration ruling that invalidated its expansive claims on historical grounds.

Video released by the Philippine military shows two Chinese coast guard ships hitting the smaller wooden-hulled boat Unaiza May 4 with high-pressure water cannon sprays at close range, causing the boat to shift in the high seas.

Chinese coast guard previously blasted the Unaizah May 4 with high-pressure water cannons in a confrontation near the Second Thomas Shoal on March 5, shattering its windshield and slightly injuring a Filipino admiral and four of his men with glass shards and splinters of debris.

The Department of Foreign Affairs in Manila summoned China’s deputy ambassador after the March 5 confrontation to convey a protest against the Chinese coast guard’s actions, which it said were unacceptable.

China coast guard water-cannons Philippine ship days after US backs Manila in disputed sea

C hina’s coast guard used water cannon against Philippine boats in a contested area of the South China Sea on Saturday, the latest in a string of maritime clashes between the two countries.

The skirmish comes just days after US Secretary of State Antony Blinken reiterated Washington’s commitment to defending Philippine access to the vast waterway, which China claims sovereignty over, sparking increasing clashes with its neighbors in recent years.

Video of the incident showed a Philippine civilian vessel taking “heavy damage” from the water cannon, according to the Armed Forces of the Philippines (AFP).

The AFP also accused the Chinese coast guard of performing a “dangerous maneuver” by crossing the bow of the resupply vessel before using the water cannon.

It said China subsequently installed floating barriers to “prevent further entry of any vessels.”

A Philippine Coast Guard vessel had been “impeded and encircled” by a Chinese coast guard ship and two Chinese “maritime militia” vessels, the agency said, cutting it off from the resupply boat.

The ship was “isolated from the resupply boat due to the irresponsible and provocative behavior of the Chinese maritime forces, who have shown a disregard for the Convention on the International Regulations for Preventing Collisions at Sea,” Philippine Coast Guard spokesperson Jay Tarriela said in a post on X.

Beijing and Manila have long contested the Second Thomas Shoal, which sits about 200 kilometers (125 miles) from the coast of the Philippine island of Palawan. In the 1990s the Philippines grounded an aging World War II-era navy transport ship called the BRP Sierra Madre on the shoal, to help enforce its claim to the area. The ship is now mostly a rusted wreckage and is manned by Philippine marines stationed on rotation.

Recent clashes have occurred when the Philippines attempts to resupply the forces on the Sierra Madre.

The AFP said it had successfully resupplied the Sierra Madre, though one of the vessels involved in the operation could not continue its course.

In a post on Chinese social media Weibo, China’s coast guard said it had taken “control measures in accordance with the law” against the Philippine ships, which it said had “illegally entered the waters adjacent to Ren’ai Reef.”

Ren’ai Reef is China’s name for the Second Thomas Shoal – an area the Philippines refers to as Ayungin Shoal.

The latest run-in came just four days after Secretary of State Blinken told a news conference in Manila that the United States had an “ironclad commitment” to defending the Philippines in the South China Sea.

Speaking at a joint news conference with his Philippine counterpart, Blinken said the allies “have a shared concern about the PRC’s (People’s Republic of China) actions that threaten our common vision for a free, open Indo-Pacific, including in the South China Sea and in the Philippines’ exclusive economic zone.”

Blinken said a mutual defense treaty signed in 1951, under which Washington is bound to defend Manila from attack, is “ironclad” and “extends to armed attacks on the Filipino armed forces, public vessels, aircraft – including those of its coast guard – anywhere in the South China Sea.”

In a  confrontation  two weeks ago, a Chinese coast guard vessel also used water cannon against a Philippine boat, shattering its glass panel and injuring four sailors.

The ‘Taylor Swift effect’ aims to provide water during Brazil’s life-threatening heat waves

RIO DE JANEIRO (AP) — Brazilian climatologist Núbia Beray Armond for years had been sounding the alarm about Rio de Janeiro’s need for an extreme heat plan including water distribution. Interest was tepid until a disastrous Taylor Swift concert — and now her phone won’t stop ringing.

A stifling heat wave blanketed southeast Brazil the day of Swift’s concert last November, just before the start of summer in the Southern Hemisphere. Tens of thousands of “Swifties” lined up for hours under a sweltering sun, some huddling beneath umbrellas. Once inside, a group of parched fans managed to get Swift’s attention; she paused her performance to ask staff to provide them with water.

Not everyone was so lucky. Ana Clara Benevides, 23, suffered heat exposure that caused cardiorespiratory arrest during the concert, and she died.

Her death sparked outrage. Many accused organizers of failing to deliver sufficient water for concertgoers. Brazil’s justice minister said the death was unacceptable, and his ministry issued a regulation obliging organizers of big events during heat waves to guarantee water for attendees.

Others were galvanized to enshrine water access into law, a sign Brazilian authorities have begun considering it a public health issue in an ever-hotter world.

Rio is in the vanguard. Of the almost 100 bills now working their way through municipal, state and federal legislatures, about a third are in Rio state, including the capital, according to an analysis by the consulting firm Governmental Radar, which dubbed it “the Taylor Swift effect.” Many of the bills are named after Benevides.

Niteroi, a city in Rio’s metropolitan region, was first to pass a municipal ordinance guaranteeing water at large events.

“Beyond a shadow of a doubt, Benevides’ death was a turning point in the issue of water distribution for Rio’s public administration,” said Beray Armond, coordinator of the Federal University of Rio de Janeiro’s GeoClima laboratory and researcher at Indiana University Bloomington.

Brazil’s summer has been particularly oppressive. Nine heat waves swept across the country in 2023, and three since January, according to the government’s meteorology institute.

The heat index — what the temperature feels like to the human body when humidity is combined with air temperature — hit a record 59.3 degrees Celsius (138 Fahrenheit) the day of Swift’s concert. That record has been broken four times since, most recently during the March 11-18 heat wave, when the heat index reached 62.3 degrees Celsius (144 Fahrenheit) on Sunday.

In Rio, people sought relief at beaches such as Copacabana and Ipanema. Thousands of colorful parasols fluttered in the sea breeze, and people dipped into the waves. But some, like 43-year-old Eduardo Alves de Castro, found it hard to relax.

“It’s worrisome because we wonder how far these high temperatures are heading. The concern is that there’s no end to it. We are in a very privileged place: Here in front of the beach, you cool off, but there are people in a much less favorable situation, and who are much more affected,” Castro said.

During heat waves, those unable to afford power bills from round-the-clock air conditioning often cool down with multiple showers a day, which deplete a shared tank or run up water bills.

Many people in favelas — urban, working-class neighborhoods — didn’t pay for water until three private companies assumed concessions in 2021 and began installing water meters. The largest of them, Waters of Rio, said in an email it has provided water to an additional 300,000 people since taking over.

Daiane Nunes, who lives in Rio’s Rocinha favela, regularly treks uphill to a natural water source in the forest. She and fellow residents fill bottles in a small flow of water there.

“The water that comes from our pipes is impossible to drink because it contains a lot of chlorine. Apart from buying water, this is our only chance of getting natural water,” said Nunes, 33.

Water shortages for poor, non-white populations is a worldwide phenomenon growing increasingly severe as global temperatures rise.

Brazilian states and municipalities need to develop plans for water distribution, determine the costs and adopt the best means of management, said Luana Pretto, executive president of the Treat Brazil Institute, a think tank that advocates for basic sanitation and protection of water resources.

In Rio, ahead of World Water Day on Friday, people crowded into a hotel’s conference room in the city center to share their stories of trouble accessing water.

Water is intermittent in Jardim Gramacho, a neighborhood beside what until 2012 was Latin America’s biggest landfill. That was distressing to Fatima Monteiro, a community health agent who suffers from high blood pressure, which puts her at greater risk of blackouts and fainting during heat waves. She dug herself a makeshift well.

“I had to. I didn’t know how to live with the lack of water,” said Monteiro, who attended the conference. Aware that the runoff from landfill had caused water pollution, she said that to be safe she uses the well water only for cooking and washing.

Days after Benevides’ death, City Hall announced 150 designated areas within health posts where people suffering from dehydration could receive saline solution to mitigate the impacts of heat waves.

During Carnival festivities in February, the Waters of Rio concessionaire distributed water at the Sambadrome, where dancers in heavy costumes parade alongside gigantic floats. The company handed out water to parade-goers congregating before they entered the avenue, and after the parade following an hour of sweaty exertion.

But even as authorities attempt to grapple with the problem, there have been shortcomings.

Soccer fans complained they were barred from entering Maracana stadium with water bottles ahead of the game last Sunday — the same day the heat index hit 62.3 degrees Celsius. Brazil’s justice ministry asked for clarification from Maracana’s administrators, citing obligations of the regulation issued in the wake of Swift’s November show.

Rio also moved to install free water dispensers. But as summer winds down, just one has been established so far, in the wealthy Ipanema neighborhood — and even it is proving less effective than desired. An Associated Press reporter visited the dispenser in the sweltering heat Wednesday and helped children struggling to use it, which requires scanning a QR code and filling out an online form. A man without a cellphone couldn’t get water.

While Beray Armond welcomed Rio’s nascent attempts to provide water, she is waiting to see if the recently proposed bills are actually enacted into law.

“If you don’t have legislation that forces public or private entities to distribute water, you’re basically condemning your population to illness or death,” Beray Armond said. “We still need to improve, but it’s better than before, when we had nothing.”

China hits Philippine boat with water cannon in disputed South China Sea for second time this month

The Chinese coastguard has hit a Philippine supply boat with water cannons in the South China Sea for the second time this month.

China's coastguard said it had taken measures against Philippine vessels in the disputed waters on Saturday — while the Philippines decried the moves, including the use of water cannons, as "irresponsible and provocative".

The Philippine task force on the South China Sea said in a statement that China's actions led to "significant damage" and injury to personnel on a civilian boat hired to resupply troops.

The incident occurred in the Second Thomas Shoal and Spratly Islands waters, according to the Chinese coastguard.

The shoal is home to a small number of Filipino troops stationed on a warship that Manila grounded there in 1999 to reinforce its sovereignty claims.

A similar incident occurred on March 5.

The Philippine military said the civilian boat was being escorted by two Philippine navy ships and two Philippine coastguard vessels.

A Philippine coastguard vessel was "impeded" and "encircled" by a Chinese coastguard vessel and two Chinese maritime militia vessels, the Philippine coastguard said in a separate statement.

As a result, the Philippine coastguard vessel was separated from the resupply boat by the "irresponsible and provocative behaviour" of the Chinese maritime forces, the agency said.

A spokesperson for China's coastguard, Gan Yu, said the Philippines had broken a promise to remove the grounded vessel and sent two coastguard ships and a supply ship into the Second Thomas Shoal waters, 18 days after the last round of supplies.

China has not said who promised the removal or when that promise was made. The Philippine defence ministry, foreign ministry and military leaders have repeatedly said there was no such promise.

Gan Yu said the Philippines had infringed and provoked trouble, and deliberately undermined the peace and stability of the South China Sea.

He said the Philippine vessels ignored China's repeated warnings and route controls and forced their way in.

"If the Philippines continues to act unilaterally, China will continue to take resolute measures to safeguard its territorial sovereignty and maritime rights and interests," China's foreign ministry said.

"All consequences caused by this shall be borne by the Philippines."

But the Philippines will not be deterred "by veiled threats or hostility" from exercising its legal rights over its maritime zones, including the Second Thomas Shoal, its task force said.

Footage later shared by the Armed Forces of the Philippines appeared to show people onboard a rubber boat installing floating barriers at sea, which the Philippines said came from the Chinese Maritime Militia to seal off the entrance to the shoal.

China claims almost the entire South China Sea, including the Second Thomas Shoal, which is within the Philippines' exclusive economic zone, and has deployed vessels to patrol the disputed atoll.

A 2016 ruling by the Permanent Court of Arbitration found that China's sweeping claims have no legal basis.

The president of the Philippines, Ferdinand Marcos Jr, told the ABC's 7.30 the potential for conflict was "much higher now" .

"We worry in the Philippines because it could come from, not a strategic decision by anyone saying, 'OK, we're going to war,' but just by some servicemen making a mistake, or some action that's misunderstood," he said.

"That's why the ongoing attempt is always to try and lower the temperature down [when] the rhetoric is up."

Chinese coast guard hits Philippine boat with water cannons in disputed sea, causing injuries

MANILA, Philippines (AP) — Chinese coast guard ships hit a Philippine supply boat with water cannons Saturday in the latest confrontation near a disputed shoal in the South China Sea, causing injuries to its navy crew members and heavy damage to the wooden vessel, Philippine officials said.

The United States and Japan immediately expressed their support to the Philippines, as well as alarm over Chinese forces’ aggression off the Second Thomas Shoal, which has been the scene of repeated confrontations between Chinese and Philippine vessels over the past year.

The far-flung shoal has been occupied by a small contingent of Philippine navy and marines on a marooned warship since 1999, but has been surrounded by Chinese coast guard and suspected militia vessels in an increasingly tense territorial standoff. It’s the second time the Philippine boat Unaizah May 4 has been damaged by the Chinese coast guard’s water cannon assault in March alone.

The repeated high-seas confrontations have sparked fears they could degenerate into a larger conflict that could bring China and the United States into a collision.

Washington lays no claims to the busy seaway, a key global trade route, but has deployed Navy ships and fighter jets in what it calls “freedom of navigation” operations, which China has criticized.

The U.S. has also warned repeatedly that it’s obligated to defend the Philippines — its oldest treaty ally in Asia — if Filipino forces, ships or aircraft come under an armed attack, including in the South China Sea.

U.S. State Department spokesperson Matthew Miller said in a statement Saturday that the United States “stands with its ally the Philippines and condemns the dangerous actions by the People’s Republic of China (PRC) against lawful Philippine maritime operations in the South China Sea on March 23.”

He said the Chinese ships’ “repeated employment of water cannons and reckless blocking maneuvers resulted in injuries to Filipino service members and significant damage to their resupply vessel, rendering it immobile.”

Escorted by two Philippine coast guard ships, the Unaizah May 4 was en route to deliver supplies and a fresh batch of Filipino sailors to the territorial outpost in the shoal at dawn Saturday when they were blocked and surrounded by Chinese coast guard ships and suspected militia vessels.

“Their reckless and dangerous actions culminated with the water cannoning of Unaizah May 4, causing severe damage to the vessel and injuries to Filipinos onboard,” a Philippine government task force dealing with the territorial conflicts said without elaborating.

The two Philippine coast guard patrol ships maneuvered through the Chinese blockade to treat the injured Filipino crew members and tow the disabled supply boat away. Another motorboat managed to transport the new batch of Filipino sailors and supplies to the Philippine outpost in the shallows of the shoal despite the Chinese coast guard’s attempt to block them by placing a floating barrier in the waters, Philippine officials said.

The hostilities dragged on for about 8 hours, they said.

“The Philippines will not be deterred — by veiled threats or hostility — from exercising our legal rights over our maritime zones,” the government task force said in a statement. “We demand that China demonstrate in deeds and not in words that it is a responsible and trustworthy member of the international community.”

Chinese coast guard spokesperson Gan Yu said the Philippine vessels intruded into what he said was China’s territorial waters despite repeated warnings. “The China coast guard implemented lawful regulation, interception and expulsion in a reasonable and professional manner,” Gan said.

Washington’s ambassador to Manila, MaryKay Carlson, said that “the U.S. stands with the Philippines against the PRC’s repeated dangerous maneuvers and water cannons to disrupt” the Philippine coast guard’s “lawful activities” in Manila’s exclusive economic zone.

Japan’s ambassador-designate to Manila, Endo Kazuya, reiterated his country’s “grave concern on the repeated dangerous actions by the Chinese coast guard in the South China Sea, which resulted in Filipino injuries.”

Aside from China and the Philippines, Vietnam, Malaysia, Taiwan and Brunei also have overlapping claims in the resource-rich and busy waterway, which Beijing continues to claim virtually in its entirety despite a 2016 international arbitration ruling that invalidated its expansive claims on historical grounds.

Video released by the Philippine military shows two Chinese coast guard ships hitting the smaller wooden-hulled boat Unaiza May 4 with high-pressure water cannon sprays at close range, causing the boat to shift in the high seas.

Chinese coast guard previously blasted the Unaizah May 4 with high-pressure water cannons in a confrontation near the Second Thomas Shoal on March 5, shattering its windshield and slightly injuring a Filipino admiral and four of his men with glass shards and splinters of debris.

The Department of Foreign Affairs in Manila summoned China’s deputy ambassador after the March 5 confrontation to convey a protest against the Chinese coast guard’s actions, which it said were unacceptable.

City to Issue 2,400 Water Shutoff Notices to Chronically-Delinquent Customers Who Owe Total of $102 Million in Unpaid Water Bills

NEW YORK – New York City Mayor Eric Adams and New York City Department of Environmental Protection (DEP) Commissioner Rohit T. Aggarwala today announced that the city has initiated the next phase of its expanded collection enforcement actions against approximately 2,400 chronically-delinquent water service accounts that owe the city a total of $102 million. As part of the effort, DEP will send out ‘Water Shutoff Notices’ to these customers, informing them that water service to their property could be shut off unless the entire owed amount is paid or they enter into a payment agreement within the next 15 days. This enforcement action is targeted towards commercial properties, including hotels, office buildings, and retail spaces, as well as one-to-three family homes that have not responded to any of DEP’s extensive outreach efforts over the past year . Earlier this year, DEP sent out ‘ Water Shutoff Warning ’ letters, which resulted in the agency recouping more than $3 million dollars from more than 400 overdue accounts.

“We gave these delinquent customers a chance to clear their water debts and save millions on interest through our water amnesty program, and while more than 100,000 took us up on our reasonable offer, a small percentage of customers incorrectly made the mistake of thinking they could get away with stiffing their fellow New Yorkers without any accountability,” said Mayor Adams. “We’re not going to allow big commercial properties and others leave the rest of us holding their water bills. DEP is sending ‘Water Shutoff Notices’ to 2,400 chronically-delinquent customers who owe over $102 million in unpaid bills. While we aim to work with these customers one last time, we will not look away while landlords and property owners ignore their obligations to their neighbors and their city.”

“DEP is serious about collecting the outstanding money owed from delinquent accounts and we will be shutting off water service for customers that don’t resolve their overdue bills,” said  DEP Commissioner Aggarwala . “Delinquent customers who refuse to pay their water bills force everyone else to pay higher rates. That is simply not right, and it must stop. Everyone must pay their fair share to support our critical water system.”

During the pandemic, DEP saw a significant increase in the number and balance of delinquent accounts. The total of delinquent payments nearly doubled to $1.2 billion, which threatened the operations and capital needs of a service the city could not survive without. In 2023,  DEP initiated a successful amnesty program  that helped more than 100,000 New Yorkers reduce their water bill debts, while saving them more than $22 million in interest. Of the nearly 200,000 customers who owed money on late water bills when the program started, more than 50 percent participated in the popular program — bringing in nearly $105 million in payments from substantially past due accounts. To help low-income customers, during the amnesty program, DEP granted $8 million in additional billing credits to those accounts that had participated in New York state’s  Low Income Homeowner Water Assistance Program .

Shutting off water service can have serious consequences and may subject property owners to code violations by the New York City Department of Buildings, the New York City Department of Health and Mental Hygiene, and the Fire Department of the City of New York, as well as the potential for an Order to Vacate the Premises. Water service shutoffs may also affect a property owner’s insurance policy and/or mortgage. Additionally, a loss of water could impact a property’s heating system; owners should consult whoever maintains the property’s boiler or furnace as to whether any special actions must be taken if there is a loss of water.

Money recouped through enforcement actions will be used by DEP to keep water rates low for all customers, and all bill payments are used to fund maintenance, upgrades, and repairs to almost 15,000 miles of water and sewer mains, 19 reservoirs, 12,000 rain gardens, and 14 wastewater resource recovery facilities. Nearly half the population of New York state enjoys New York City’s tap water.

Customers with chronically delinquent water bills who previously received a ‘Water Shutoff Warning’ letter in the mail are now receiving a ‘Water Shutoff Notice’ instructing them to resolve their outstanding balances or enter into a payment agreement with DEP within 15 days.

If balances are not resolved within that timeframe, DEP will begin the process of shutting off water service. Outstanding accounts will have a ‘Water Shutoff Notice’ posted on their property’s front door and the street or sidewalk in front of the property will be spray painted to indicate where the service line will be disconnected from the DEP water main. If water service is shut off, affected customers will be required to pay a $1,000 restoration fee and pay the past due balance in full, or enter into a payment agreement with a 25 percent down payment, in order to have their service restored.

Customers can make payments or enter into a payment agreement online , by calling 866-622-8292, paying in-person at a  borough office , or by mailing in payment to the  New York City Water Board . Convenience fees apply to credit/debit card payments, but no fee is charged by the Water Board if payment is made by a checking or savings account. DEP also offers a number of  financial assistance programs  to assist property owners in paying their water bills, including a leak forgiveness program and a multi-family water assistance program.
