Lurssen launches 95m ‘Project Fiji’ as superyacht MADSUMMER

Formerly known as ‘Project Fiji’, the 95m/312ft superyacht MADSUMMER was officially launched at Lurssen’s facilities in Germany this morning.

Superyacht MADSUMMER hit the waters in Rendsburg this morning, showing off her sleek Harrison Eidsgaard design and four spacious exterior decks. It comes after the motor yacht was technically launched via slipway in October 2017.

Upon delivery, she will rank in the top sixty in the World’s Top 100 Superyachts, sharing the spot with the Oceanco-built motor yacht NEOM . This will give Lurssen a grand total of 29 yachts in the Top 100, including the world’s longest; the 180m / 593ft megayacht AZZAM .

Superyacht MADSUMMER will boast plenty of amenities for her owner to enjoy, including a sleek, 12-metre pool on the main deck and large beach club with sea terrace, spa and diving area. She is also expected to have a unique upper deck skylight that can be walked across, alongside an integrated fireplace.

Italian design studio Laura Sessa has headed up the interiors of the motor yacht, fulfilling a brief to create cool and contemporary on-board spaces. The megayacht is complete with accommodation for 20 across 10 generously-proportioned cabins. As a finishing touch, she is also able to accommodate helicopter on her foredeck.

Luxury yacht MADSUMMER was built for an experienced owner who is believed to have commissioned the 78m/257ft motor yacht ROCINANTE , formerly known also as MADSUMMER. 

 Other superyachts from Lurssen that are due to be delivered soon include the 142m/466ft ‘ Project Redwood’ , which is expected to be delivered in 2020.

Lürssen delivers 95m 'Madsummer' to owner

The bespoke superyacht manufacturer's latest project will be on show at monaco yacht show 2019….

Moran Yacht & Ship has announced that Lürssen’s 95m Madsummer has been successfully delivered to her owner. According to the Florida-based brokerage house, Madsummer was delivered within budget and a number of months ahead of schedule. The delivery of Madsummer is the second 95m-plus vessel to be delivered under the supervision of Moran Yacht & Ship in the last two weeks. Madsummer will spend her first weeks in the Mediterranean before being debuted at Monaco Yacht Show 2019.

Built for a repeat client, Madsummer’s exterior profile was penned by Harrison Eidsgaard and, according to the yard, boasts harmonious proportions between her 95m LOA and 14m beam. “Wide exterior staircases together with centreline openings provide seamless connections between the generous exterior deck,” comments Peder Eidsgaard. “A fabulous pool and Jacuzzi deck aft is raised three steps and is protected by glass bulwarks that are an integral part of the exterior profile, providing very clear and uncluttered hull surfaces.”

The interior design, designed by Studio Laura Sessa, has been described as contemporary modern. “For this interior design yacht project, I invested inner artistic creativity due to my long relationship with the Owner. I playfully created spaces full of customised details and colours from the sea, emanating harmony and elegance,” comments Laura Sessa. “All decks were designed with a specific focus on comfort but also practicality. The result will be absolutely stunning.”

Madsummer features a 12m swimming pool, large spa and extensive diving facilities. She has helicopter facilities and has been designed for worldwide cruising, further proving that the anecdotal evidence, as well as the MarineTraffic data analysed in The Superyacht Migration Report, that suggests owners are getting more adventurous stands true. Masummer can accommodate up to 20 guests across 10 staterooms.

 According to The Superyacht Agency, Masummer is the third superyacht to be delivered by the German superyacht manufacturing behemoth in 2019. At the close of the year Lürssen will have delivered four projects with an average LOA 114m. While the average size of the projects exceeds 100m, it should be noted that Lürssen are eager for potential clients to be aware that they are an option for bespoke build projects in the 55m-plus range, rather than being limited to 100m-plus projects. Indeed, in September 2018, Lürssen signed a 54m project .

MADSUMMER yacht was launched in 2019 and is currently the 64th largest superyacht in the world.

The owner of the Madsummer Yacht wanted their yacht to be filled with many activities for the whole family to enjoy, especially water activities.

Madsummer focuses on having a contemporary design to greet guests with beautiful scenery both outside and inside the yacht. This incredible yacht was built by the acclaimed Lurssen.

With its massive size, it is no surprise that the Madsummer Yacht can hold up to 20 guests and 30 crew members, in its 10 staterooms.

It is powered by Caterpillar twin MTU engines and can cruise at 16 knots, but can reach speeds of 18 knots with a range of up to 6,000 nautical miles. This is achieved by the yacht’s 300,000-liter fuel tanks.

Madsummer Yacht also has anchor stabilizers to make for a much more comfortable ride for passengers – especially those who suffer from sea sickness. 

The shape and uniquely sharp lines of Madsummer were designed by Harrison Eidsgarrd. This modern styling was created to catch the eye of anyone passing by this wonderful vessel.

Each “floor” of the yacht has a gorgeous deck for passengers to enjoy the ultimate views of the ocean and horizon.

Its sleek and white exterior makes Madsummer stand out from the rest wherever it sails.

This is the really fun part of Madsummer. This superyacht is loaded with fun toys for any water lover to enjoy.

If you want to enjoy soaring over the ocean waves, try out Madsummer’s fly boards or jet skis, wakeboards, or Seabob.

The ship also includes fishing equipment and scuba diving equipment if you want to join the water fun in a more relaxing way. 

Every cabin has a different theme with its own color palettes, silk carpeting, and furniture. Wherever guests go in Madsummer will be a unique experience on its own.

For instance, the main saloon greets guests with bold white and blue stripes and an incredible Tai Ping silk carpet. 

When passengers go out to the sun deck, they will see an interesting site. The hardened deck is designed to hold an Aviat Husky, so a crane is hidden to move the aircraft between the ship and the water.

When the Aviat Husky is not on the deck, the large space is used as a dance floor for parties. A great multifunctional addition to this superyacht. 

Madsummer has only been sailing for a few years, but it has already blown away many yacht enthusiasts.

Its size is not the only reason it has become so famous, but it will be interesting to see how the Madsummer Yacht will continue to grow and change over time.

Madsummer was delivered in 2019. The exterior design of this 95 metre luxury yacht with its harmonious proportions by Ben Harrison and Peder Eidsgaard is absolutely timeless and yet ahead of its time. Lurssen Madsummer Owner Isn’t Afraid To Stand Out From The Crowd

The owner of the 95m Lurssen-built Madsummer – formerly known as Project Fiji – plans to voyage into Asia-Pacific waters.

Readers of the annual Top 100 Superyachts of Asia-Pacific will recall that, a decade ago, the first Madsummer , a 78.5m Lurssen designed by Espen Øino, was part of a complex swap in which a Mexican billionaire acquired the vessel and renamed her TV . She then cruised extensively in the Pacific and visited many Asian ports.

The original American owner acquired two smaller superyachts and a Sunseeker in the interim, calling them all Madsummer , and now owns the 95m Lurssen Madsummer . Convention precludes naming the dashing owner, but he is widely identified online, and is closely associated with Miami Beach’s high-profile Fontainebleau Hotel.

The stunning new vessel, says Lurssen , “is a bold, joyous expression of her owner’s love of yachting. From her beautiful sweeping exterior curves penned by Eidsgaard Design to her colourful and personality-filled interior by Laura Sessa, Madsummer is a home from home for an owner who isn’t afraid to stand out from the crowd.

“This superyacht is a first collaborative effort for Eidsgaard Design and Lürssen, and proved a very successful partnership, with the yacht being delivered ahead of schedule.

“On the inside, however, it was to be a meeting of old friends, with Laura Sessa and the owner having worked together on projects spanning the last 15 years.”

Peter Lurssen comments: “The owner’s brief was demanding. However, we believe our engineering expertise has surpassed his wishes to own a yacht that many years from now will be timeless and yet still ahead of its time.

“Our thanks go, of course, to good design and communications with the designers of the exterior, Harrison Eidsgaard, and Laura Sessa respectively for the interior as well as to Moran Yacht & Ship and the owner’s captain who supervised the build on behalf of the owner.”

The interior of Madsummer is suffused with bright reds, whites and, most extensively, blues. The brief from the owner was to incorporate colours and textures in a way that was both stylish and contemporary but also homely and personal. Throughout the yacht, moments of fun and levity complement the décor, allowing the spaces to be beautiful without pretention.

The main salon, says a Lurssen spokeswoman, is a prime example of this patriotic tribute to colour, with a soft royal blue silk carpet. A captivating raised geometric pattern on the walls, made from dark Mutenye wood, cleverly disguises the handles to the storage spaces behind.

To port, a bespoke dining table for 14 catches the eye: layers of coloured lacquer are concealed beneath a white layer which is scored off in circular patterns to reveal the colours beneath, forming a unique and contemporary talking piece.

On the wall, a piece of art depicting an important date to the owner reflects the personal element of the brief. Pale Oregon pine elements and ceilings with straw details lighten the space. To starboard, a comfortable sofa completes the room. A stylish lift carries guests across four floors from the main deck to the sundeck, while a staircase with white leather steps surrounded by a dark Mutenye boarder encircles the lift.

The main deck forward is home to six of the yacht’s 10 cabins. The cabins are split between four identical doubles aft and two twins forward, and each have their own colour scheme. The doubles are red, turquoise, beige and royal blue, while the twins are green and navy blue.

The cabins are awash with their chosen colour, with lacquered sycamore wardrobe doors, silk carpets, custom lampshades, bed frames and even the loo seats all bold and bright. The colours are carried through to the bathrooms as well, with stunning hand-dyed mother of pearl surrounds on the mirrors and bright Calacatta marble throughout.

The upper deck houses three more guest cabins: a double and two matching VIPs. The double cabin may be small in size but it packs a heavyweight punch in style. It boasts a blue and white, nautical-meets-The Hamptons theme, with a beautifully woven wool carpet, dressing room, stunning marble bathroom and enormous windows.

The two VIP cabins are identical except for colour, with one in blue and the other in a warm burnt orange. These two cabins boast a stunning accent wood that has been laminated with bronze. Running along the wall and framing the large windows, the whole shimmering structure becomes a piece of art in itself. The bathrooms boast eye-catching Zebrino marble and bronze Armani marble, complemented by rose gold taps and handles. On the cabin walls, pictures of vintage seaplanes are an homage to a passion of the owner.

Overlooking the bow is the cinema. Deep sofas include stainless 
 steel trays to hold drinks and snacks as well as charge phones. From a technical perspective, this room also includes a first, with the huge floor to ceiling 2m by 3m windows boasting electrically switchable glass.

A flush-line sliding door on each side leads out onto the foredeck, with a built-in sofa and table on one side and a sunpad on the other, protected from the elements by the height of the bow.

In the upper deck salon, a superb bar in backlit white alabaster with deep blue stripes immediately draws the eye. This is a mature, grownup space, as confirmed by the white Steinway and Sons grand piano in the corner.

On the port side, comfortable sofas surround two custom coffee tables. One of the objectives of the brief was to create central guest spaces that would form the heart of the yacht and be easy to move between.

The upper aft deck is one of these key areas and is home to the informal exterior dining space as well as the large ethanol-driven fire pit. Glass windbreakers slide in to position along the side decks to provide respite from the elements, a key request from the owner. Next to the dining table is a sizeable Teppanyaki bar.

The bridge deck is home to the bridge forward and the master suite aft. Inside the master suite the brief to include colours and textures has been stepped up a gear and the space explodes into a kaleidoscope of warmth and personality.

The wall panelling in white tinted oak finished with a clear blue luminous resin gives the space a stylish, futuristic feel. To port and starboard are two corridors of his-and-hers dressing rooms with spy mirror wardrobe doors. At the end of the central hallway to the cabin a large work of art in bright red makes an impressive impact.

On the port side, her bathroom is a feminine, clean space, with a striking white quartzite light-reflecting floor and geometric inlay work in stainless steel. Among the aesthetic details there are practical considerations too, such as a refrigerator for beauty creams.

To starboard is his bathroom, where a dark Travertine marble gives the space a masculine energy, with bold details in brushed painted teak. A huge shower is reminiscent of that of an opulent spa.

The cabin itself is a homely, patriotic space, with lots of blues accented with reds and whites. A blue silk carpet shimmers in the light and provides a warm sweep of colour. The headboard is a custom design in velour and embroidery with colourful details.

The master cabin embodies the joyful personality that shines throughout the whole yacht and confirms Madsummer as a family space that has been lovingly and passionately curated by everyone involved.

In a breakaway from the owner’s previous yachts, it was decided to have the master suite in this space to maximise the views and enjoy the luxury of a private aft terrace.

Here there are a number of distinct spaces to relax in, including a dining table, two sunbeds, sofas and coffee tables and even a hanging egg chair. As on the deck below, sliding glass panels, reflecting the distinguished curves of the superstructure, protect the deck and its occupants from the elements.

Forward on this deck is the state-of-the-art bridge. Growing up on the water and at one stage racing offshore powerboats, the owner 
 is very knowledgeable about the workings of yachts and enjoys spending as much time as possible in the bridge. To this end, there is a Hermes-style raised sofa and table for the owner to sit at and enjoy underway, a favourite pastime of his. Aft of the bridge is a sizeable cabin for his longstanding captain.

The sundeck is home to a gym which includes a kinesis machine and hidden television screens. The sundeck aft is a large exterior space used to store a Husky seaplane. When at anchor, the seaplane is lowered into the water and the whole deck becomes a dance floor and party space. To highlight this, a bar in backlit white ICE-glass sits poised. Furthest forward on this deck is a cosy observation area with sun pads, tables and a Jacuzzi under the mast.

On the main deck aft is the impressive 9m pool and Jacuzzi, where the teak deck curls up to the sides of the pool, creating a visually striking, flush surface that reflects the curves evident in the yacht’s exterior lines.

Alongside are inbuilt sunpads and sofas that slide on a rail mechanism to cover the technical areas when they are not in use. Forward are two large formal dining tables. Round sofas and coffee tables provide separation between the spaces, as does a bar with custom bar stools.

Large sliding glass doors to the salon allow for an easy flow between the interior and exterior and details such a scatter cushions in red, white and blue and subtle blue piping on the bar stools enhance the design relationship between the inside and the outside.

On the lower deck is the yacht’s spa and wellness retreat. A large foldout balcony on the starboard side also functions as the reception space for guests arriving by tender.

The spa itself is a calming, quiet space, with intricate mosaic tiles and lacquered wood details. A sliding door reveals a well-stocked bar next to a circular day bed. A huge circular ice shower leads to a beauty and hair salon, a massage room and a Hammam and sun shower. There is also a day head here, which, in keeping with the rest of the yacht, proudly sports a royal blue loo seat.

On the technical side, Madsummer is also world class. In a superyacht first, she boasts a peak levelling system thanks to a special battery pack. This 125kW, lithium-ion battery pack ensures the electrical generators can always run on the best percentage, burning less fuel and requiring less maintenance by storing the excess energy produced. It then uses this to fuel the system and level the peaks if the system requires more energy, removing the need to start another generator.

There are two tender garages on Madsummer , one forward and one aft. These house an 11m Maori Yacht limo tender, a Ski Nautique, a 10m rib and a rescue tender. There are also five PWCs, a range of skis and boards and a large selection of dive equipment.

The foredeck is certified for helicopter operations and bunkering, and a helicopter can also be stowed on the aft sundeck. Thanks to her two powerful MTU 16V4000M63 IMO-compliant diesel engines, Madsummer has a range of up to 6,000nm at 12 knots and a top speed of 17 knots. A round-the-world trip and a Pacific cruise are on the agenda, with the galley and cold storage being designed with long distances in mind.

Why the U.S. put a $1 million bounty on a Russian yacht’s alleged manager

On Sept. 3, 2020, the staff of a $90 million yacht placed an order with a U.S. company for a set of luxury bathrobes that came to $2,624.35.

For roughly two years before that, according to federal prosecutors, the yacht’s management had been falsely claiming it was working for a boat named “Fanta.” But the luxury bathrobes came embroidered with a monogram that, prosecutors said, revealed the yacht’s true identity: “Tango.”

That was a problem, officials say in court papers, because Tango was owned by a Russian billionaire under U.S. sanctions, and doing business on his behalf violated federal law.

Late last month, U.S. authorities unveiled a $1 million reward for information leading to the arrest and or conviction of the man they say was running the yacht staff and orchestrated the deception with the robes — Vladislav Osipov, 52, a Swiss-based businessman from Russia. In a new indictment , federal prosecutors say Osipov misled U.S. banks and companies into doing business with the Tango yacht despite the sanctions on the Russian owner, whom the Justice Department has identified as billionaire Viktor Vekselberg .

Osipov has denied the allegations. Osipov’s attorney has said that the government has failed to demonstrate that Vekselberg owned the yacht, and that its management was therefore not a sanctions violation.

The reward offer for Osipov reflects the latest stage in the evolution of the West’s broader financial war against Russia two years into the war in Ukraine, as the United States and its allies increasingly target intermediaries accused of enabling Russian oligarchs to circumvent sanctions.

Many Russians close to President Vladimir Putin have been under sanctions dating to 2014, when Russia seized Crimea from Ukraine and sent proxy forces into that country’s eastern Donbas region. When Russia invaded Ukraine in 2022, President Biden vowed to deal a “crushing blow” with a barrage of new sanctions on financial institutions, industries, business executives and others tied to the Kremlin. But roughly two years later, Russia’s economy has proved surprisingly resilient after the nation poured tens of billions of dollars into ramping up its military industry. Moscow has also worked around the sanctions, finding new third parties to supply it with critical military and industrial hardware, as well as countries beyond Europe to buy its oil.

Now, the West is trying to increase the reach of its sanctions by digging deeper into Russian supply chains. Late last month, the Treasury Department announced more than 500 new sanctions targeting Russia , primarily on military and industrial suppliers. The Justice Department also announced charges against two U.S.-based “facilitators” of a Russian state banker who is under sanction, as well as the guilty plea of a dual national based in Atlanta who was accused of laundering $150 million through bank accounts and shell companies on behalf of Russian clients.

Prioritizing criminal charges against — and the arrests of — Western employees of Russia’s elites represents a new escalation of the U.S. financial war against Putin, experts say. One Moscow businessman, speaking on the condition of anonymity for fear of retribution, said many influential Russians are concerned about the arrest of two associates of Andrey Kostin, the head of VTB, Russia’s second-biggest state bank. These associates, Vadim Wolfson and Gannon Bond, were charged with helping Kostin evade sanctions by maintaining a $12 million property in Aspen, Colo., for Kostin’s benefit while concealing his ownership. Kostin has said that the charges of sanctions evasion against him are “unfounded” and that he has not violated any laws . Bond has pleaded not guilty; Wolfson hasn’t made an initial court appearance yet.

Wolfson, also known as Vadim Belyaev, had been a Russian billionaire until the Russian government took over his bank in 2017. Bond, 49, is a U.S. citizen from Edgewater, N.J. For all Russians living abroad and working with people in Russia, the threat of criminal charges is a much more worrying prospect than the sanctions imposed by the Treasury Department last month against hundreds of individuals and entities, the businessman said, in part because sanctions are far easier to dodge than criminal charges.

“What you have seen through today’s public announcements are our efforts at really targeting the facilitators who possess the requisite skill set, access, connections that allow the Russian war machine [and] the Russian elites to continually have access to Western services and Western goods,” David Lim, co-director of the Justice Department’s KleptoCapture task force, which is tasked with enforcing U.S. sanctions over Russia’s invasion of Ukraine, told reporters last month.

Thad McBride, an international trade partner at the law firm Bass Berry & Sims, said the crackdown on intermediaries reflected the natural evolution of the U.S. sanctions campaign in response to Russian adjustments.

“It seems to me they have gone through a comprehensive list of the oligarchs, and you can debate whether or not it’s had a meaningful impact on the Russian war effort,” McBride said. “Because they’re getting smarter about who’s who, they’re finding other people who play meaningful roles in these transactions, even though they’re not showing up in the headlines.”

The charges against Osipov related to his alleged management of the Tango yacht illustrate the mounting potential consequences for people in Europe and the United States who attempt to do business with Russians targeted by Western allies, as well as the opaque structures allegedly employed by those seeking to evade sanctions.

With a net worth estimated by Forbes in 2021 at $9 billion, Vekselberg, 66, has long drawn scrutiny from the West — and sought to safeguard his wealth. He made his initial fortune in aluminum and oil in Russia’s privatization of the 1990s and then expanded into industrial and financial assets in Europe, the United States and Africa, with Putin’s blessing. In addition to the yacht, federal prosecutors say, Vekselberg acquired $75 million worth of properties, including apartments on New York’s Park Avenue and an estate in the Long Island town of Southampton.

Vekselberg, who declined to comment for this article, has not been criminally charged by the Justice Department. In a 2019 interview with the Financial Times, he denounced the sanctions as arbitrary and harmful for international business, saying he had been targeted just because he was Russian and rich and knows Putin.

In April 2018, the Treasury Department under the Trump administration sanctioned Vekselberg and six other Russian oligarchs as part of broader financial penalties over the Kremlin’s invasion of Crimea, support for President Bashar al-Assad in Syria and interference in the 2016 U.S. presidential election. Vekselberg was also targeted for his work for the Kremlin as chairman of the Skolkovo Foundation, an attempt to create Russia’s version of the Silicon Valley — evidence that appeared to undermine the Russian businessman’s claims that he operated independently of the Kremlin.

But with Vekselberg’s payments monitored by U.S. banks, according to the federal indictment , Osipov used shell companies and intermediaries to avert the bite of sanctions. Vekselberg kept other major assets out of the reach of U.S. authorities by making use of the Treasury Department’s 50 percent ownership rule, which stipulates that it is illegal to transact with firms only if an owner under sanction controls more than 50 percent of the business.

For example, a month after Treasury imposed sanctions on Vekselberg in April 2018, his Renova Innovation Technologies sold its 48.5 percent stake in Swiss engineering giant Sulzer to Tiwel Holding AG, a group that is nevertheless still “beneficially owned” — meaning, owned in practice — by Vekselberg through Columbus Trust, a Cayman Islands trust, according to Sulzer’s corporate filing. Vekselberg’s longtime right-hand man at Renova, Alexei Moskov, replaced one of Vekselberg’s direct representatives on the board. Moskov told The Washington Post that he stepped down from all his executive positions at Renova Group in 2018 after U.S. sanctions were first imposed and from that moment ceased to be Vekselberg’s employee.

The attempts to circumvent the sanctions appear to have found some success in the U.S. legal system. Columbus Nova, a U.S.-based asset management fund controlling more than $100 million in assets in the U.S. financial and tech industry, is run by Vekselberg’s cousin, Andrew Intrater. The firm battled for more than two years to lift a freeze on Columbus Nova’s assets, imposed by Treasury’s Office of Foreign Assets Control because of the sanctions on Vekselberg, and won, reaching a settlement agreement with the Treasury Department. After renaming itself Sparrow Capital LLC, Columbus Nova successfully argued that Intrater — not Vekselberg — owns the fund. Intrater argued that the company was 100 percent owned by U.S. citizens and that no individual or entity under sanction held any interest in it. Intrater said Columbus Nova had earned fees for managing investment funds owned by Renova. He said he had repeatedly told Treasury he would not distribute any funds to Vekselberg.

Now Osipov, the alleged manager of Vekselberg’s $90 million yacht, is attempting a similar argument as U.S. authorities seek his arrest on charges of bank fraud, money laundering, conspiracy to defraud the United States, and violations of sanctions law.

The federal indictment states that the Tango was owned by a shell corporation registered in the British Virgin Islands that was in turn owned by several other companies. The Virgin Islands shell company, authorities say, was controlled by Osipov, who also served in senior roles for multiple companies controlled by Vekselberg. U.S. officials also say Vekselberg ultimately controlled the other companies that owned the Virgin Islands shell company.

According to the indictment, a Tango official instructed a boat management company in Palma de Mallorca, Spain, to use a false name for the yacht — “Fanta” — to disguise its true identity from U.S. financial institutions and firms, which try to avoid doing business with an entity or person under sanction.

Working at Osipov’s direction, according to the indictment, employees for Tango bought more than $8,000 worth of goods for the yacht that were unwittingly but illegally processed by U.S. firms and U.S. financial institutions, including navigation software, leather basket magazine holders provided by a bespoke silversmith, and web and computing services. The management company running Tango, run by Osipov, also paid invoices worth more than $180,000 to a U.S. internet service provider, federal prosecutors say.

The Tango was seized by the FBI and Spanish authorities in the Mediterranean not long after Russia invaded Ukraine in 2022, and Osipov was first indicted last year. The owner of the Spanish yacht management company hired by Osipov, Richard Masters, 52, of Britain, was criminally charged last year by federal prosecutors with conspiracy to defraud the United States and violating federal sanctions law. A request for comment sent to Masters’ firm was not returned.

But in recent court documents, Osipov’s attorney argues that the yacht was not more than 50 percent owned by Vekselberg, and that the government hasn’t demonstrated it was. Barry J. Pollack, an attorney at Harris, St. Laurent and Wechsler, also says the government never warned Osipov of its novel and “unconstitutional” application of federal sanctions law.

“The government points to no precedent that supports its extraordinary interpretation and cites no authority that allows the traditional rules of statutory construction to be turned on their head,” Pollack wrote in a defense filing. The filing adds: “[Osipov] is not a fugitive because he did not engage in any of the allegedly criminal conduct while in the United States, has never resided in the United States, did not flee from the United States, and has not concealed himself.”

Still, the State Department’s Transnational Organized Crime Rewards Program has said it will provide up to $1 million for information leading to Osipov’s arrest, warning that he may visit Herrliberg, Switzerland; Majorca, Spain; or Moscow.

The case demonstrates the extent of the U.S. commitment to tighten the screws on those seen as aiding Russian elites, even if they themselves are not closely tied to the Kremlin.

“When DOJ levels legal action against an individual or entity, they have quite a bit of evidence, especially because the threshold to press charges for money-laundering and sanctions evasion is so high,” said Kim Donovan, director of the Economic Statecraft Initiative within the Atlantic Council’s GeoEconomics Center. “We’ve had quite a bit of experience targeting Russia directly, and what you’re starting to see is the U.S. go after the facilitators enabling sanctions evasion. That’s where the U.S. is focusing its efforts right now.”

Many concepts in social sciences sooner or later face ‘trial by geography’ — a consideration of their applicability beyond specific places and contexts, thus allowing these concepts to be either adjusted or rethought. The interest of this chapter is, then, to bring the analysis of post-suburbia from the Western economies into the former ‘Second World’ and to consider to what extent the ideas of ‘edge city’ (Garreau, 1991), ‘post-suburbia’ (Kling et al, 1995) and associated models of urban growth may apply for the latter. To this end we consider urban development and place-making on the periphery of Moscow. The analysis here is particularly based on the case of Khimki — a former Soviet off-limits ‘satellite city’ of Moscow and more recently a fast-growing area featuring many new retail, office and housing development projects right at Moscow’s edge.
