Private yachts are defined as yachts not carrying passengers for hire, not engaged in trade or commerce, and being used solely for the pleasure or recreational purposes of its owner. The registration of private yachts is limited to those of 12 meters (m) or more in length.

Private Yachts of Less Than 24 m

Private yachts 12 m or more but less than 24 m in length* and under 20 years of age are no longer required to undergo a pre-registration inspection. However, the Republic of the Marshall Islands Maritime Administrator (the “Administrator”) reserves the right to require such an inspection as deemed necessary.

Private yacht owners are required to complete the  Application for Private Yacht Under 24 Meters ( MI-101U ) and acknowledge their responsibility to meet certain safety and environmental pollution prevention measures. All private yachts over 20 years of age are required to undergo a pre-registration inspection by either an Appointed Representative (AR) or Qualified Individual (QI). * The Republic of the Marshall Islands Maritime Administrator (the “Administrator”) may accept yachts that have been constructed and certified to the Recreational Craft Directive 94/25/EC and as such, the term within this directive for hull length (Lh) may be considered.

Private Yachts Over 24 m

Classed private yachts of 24 m or more in length are not required to have an inspection prior to registration, however, a current list of firefighting and lifesaving appliances are to be submitted to the Administrator for review prior to registration.

Unclassed private yachts of 24 m or more in length must undergo a pre-registration inspection by an RMI AR.

Private yachts over 24 m are eligible to be commercially compliant on a voluntary basis (V-CC).

  • RMI flagged private yachts may carry more than 12 guests on board, provided additional flag State requirements are met.
  • Eligible to obtain a US Cruising Permit.
  • Requirements for Private Yacht Registration 24m and more (Classed and Unclassed Yachts) ( MI-242PY )
  • Requirements for Private Yacht Registration 24m and more V-CC ( MI-242PYCC )

Tenders 7 m or more in length overall (LOA), of a mother yacht registered in the RMI, may be voluntarily registered. Tenders registered voluntarily may also be listed on the Official Record of Auxiliary Vessels and other Appurtenances (MI-200A), as part of the mother yacht’s inventory and outfitting.

A Tender Statement of Compliance must be issued for a tender, regardless of registration status, to any commercial yacht, passenger yacht (PAXY), yacht engaged in trade (YET), or private yacht limited charter (PYLC) of any size.

Rules for sailing a yacht in Italy

If there is a country worth discovering from the sea, it is Italy; since it has hundreds of kilometers of coastline, with beaches and coves that are wonderful to see and where you can discover hidden corners that you can only reach by boat. To do this, if you want to enjoy recreational sailing in Italy on your own yacht, you will need to have the appropriate license for it . In this place you will be able to find schools that will provide you with the necessary training to learn to steer a boat and obtain the appropriate permit so that it can be legally navigated.

The steps you must follow to get your license and be able to navigate in Italy are:

First you should know that in Italy there are different navigation licenses depending on the size of the boat and the distances it can travel. It is not necessary to be in possession of any license if you are going to navigate less than 6 miles from the coast in a boat of less than 24 meters in length and have an engine with a power of less than 30 Kw or 40.8 Cv. In the event that any of the above conditions are exceeded or if it is a jet ski or perhaps, if you are going to practice water skiing or you are going to take more powerful boats and/or you are going to move away from the coast, you will need a license .

License categories in Italy:

Category A: valid for boats up to 24 meters in length and has two types:

Nautical license to navigate up to 12 miles from the coast: this license will enable you to take a pleasure boat that does not exceed 24 meters in length, of any motor power, at a maximum distance of 12 miles from the coast. To obtain it, you must pass a theoretical exam and a practical one. The theory test is the same for this license as it is for the license to drive more than 12 miles. What makes these two licenses different are the specific questions that must be answered correctly to qualify for one license or the other. Generally speaking, the theoretical test consists of a test of 20 questions where only one answer is correct. To obtain a license up to 12 miles from the coast, it will be necessary to answer 5 specific questions and a minimum of 4 must be passed. The questions can refer to topics such as anchoring maneuvers and other topics related to the components of the boats. For both licenses (with and without limit of distance from the coast), the maximum number of errors allowed to pass the exam is 4; that is, you have to get a minimum of 16 questions out of 20 right. Subsequently, you must take a practical test in which you must demonstrate that you know how to drive a boat, practice mooring maneuvers, recover a man overboard and other emergency situations that arise. may present when browsing.

Nautical license to navigate without limit of distance from the coast: with this unlimited permit you can take the same boats as with the previous license, but in this case it is without the distance limitation. The category B nautical license is used to carry recreational boats of more than 24 meters in length and allows you to move away at any distance from the coast: with this permit you can take recreational boats of more than 24 meters and drive either motorized or sailing and engine. To obtain it, it is necessary that you have an unlimited nautical license for motor boats and sailing for more than 3 years. To do this, you will have to take a 100-hour theory course and a theoretical-practical exam, which you can only attend at least one month after requesting said exam. The written test includes the resolution of an anti-collision naval kinematics problem in about 90 minutes and an oral test. Later, you will do the practical test with a boat of more than 24 meters in the sea in which you will have to demonstrate your ability to maneuver this type of boat.

The category C nautical license is authorized for disabled people to navigate with certain conditions, such as adapting the boat or accompanying another person: this license is reserved for people with certain pathologies that limit the correct execution of handling a boat of recreation with a length that does not exceed 24 meters. This license can be obtained by those affected by anatomical alterations. With this license you will be able to decide what operations to carry out to correctly manage the boat; however, another person must always be present to perform the required manual functions, and this other person does not need to be licensed to operate a vessel. Additionally, the boat must be equipped with an electronic device capable of detecting if a man falls overboard, disabling the autopilot and stopping the engines. People who are disabled can obtain a type A and B nautical license, but the validity of this license will only be 2 years. This can be established with or without limits from the coast. In the same way, they must pass an exam, like those of category A, in which there is a theoretical part and a practical part that will depend on whether there are limits from the coast or not and whether it will be for motorcycles or motor and sailing.

Other types of license:

Sail extension: if you already have both a 12-mile and unlimited motor license and want to get a sailing boat license, this is the license you need to get. In this way you will be able to take a recreational boat with a length of no more than 24 meters with or without limits from the coast, depending on your choice. This course includes a theoretical class and several hours of practice, depending on whether or not there are limits on the coast, and can only be obtained by people over 18 years of age. The exam will be completely practical on a sailing boat and you will have to be able to demonstrate your ability to maneuver.

Boat license: if you have a speedboat you should know that the license is mandatory in case you practice water skiing, go more than 6 miles from the coast or the motor of the boat is greater than 40.8 CV or 30 kW. With this license you can also establish limits from the coast, the same as category A, without limit or up to 12 miles.

International Certificate of Competence – ‘ICC’ (up to 24m) - General

International Certificate of Competence

An International Certificate of Competence is often considered as the international ‘boat driving licence’. It is usually required by countries/operators if you wish to use your own craft abroad or to charter one.

There are the following ‘classes’ of ICC

  • Power – vessels up to 10m, Coastal
  • Power – vessels up to 24m, Coastal
  • Power – vessels up to 10m, Coastal + Inland
  • Power – vessels up to 24m, Coastal + Inland
  • Sail – Coastal (includes Power ICC up to10m, Coastal)
  • Personal Watercraft

ICCs for vessels up to 10m are obtained via the Powerboat Scheme whilst up to 24m ICCs are obtained via the Motor Cruising Scheme – or tests on your own vessel of such a length.

To obtain the ‘Inland endorsement’ you need to undertake an additional short test – the ‘CEVNI’ test – see below.

You can gain your ICC for up to 24m craft in one of two ways:

Undertake the RYA Dayskipper Practical Course. Passing this course successfully allows you to apply for the ICC.

Undertake an ICC Direct Assessment. This can be just a half day assessment by a qualified tester (we run such tests) or typically actually runs for a day allowing a bit of time to to be invested ‘brushing up’ on some areas. Please note that for your Examiner to pass you you will need to display a level of competence across a variety of areas at a level comparable with the standard reached on a RYA Dayskipper Practical course.

From speaking to many people over the years, we often find that whilst an individual may have boated for years they will struggle to pass the ICC tests as they are lacking in many of the theoretical areas. More often than not people choose to undertake the full RYA Dayskipper Practical course.

To obtain your ICC

  • Pass an ICC test, or…
  • Undertake the Powerboat Level 2 or Dayskipper Practical courses
  • Complete the ICC form (see below).
  • Join the RYA or pay the ICC fee
  • Decide whether you wish to have the ICC issued as a priority (costs extra).
  • Send the form directly to the RYA (we don’t need to see the form if you are using a RYA certificate. If you have undertaken an ICC test we will fill in the form with you and sign it.
  • Your ICC will be returned after about 2 – 3 weeks

The ICC syllabus is broadly the same as the syllabus for the RYA Dayskipper Practical course. The subjects assessed include:

Can prepare a boat for use and take sensible precautions before setting out, including:

  • Engine checks

  • Knows rules relating to Traffic Separation Schemes
  • Knows requirements for navigation lights and shapes to be displayed by own vessel
  • Can recognise the following from the lights: Power driven, sailing vessel, vessel at anchor, tug and tow, fishing vessel, dredger.
  • Knows sound signal to be made by vessels as in Q3
  • Can recognise, by day and night, and understand significance of buoys of the IALA system
  • Knows sources of information on: local regulations, port entry and departure signals, VTS and Port Operations Radio.
  • Can plan a harbour entry/departure, taking account of possible presence of large vessels and avoiding navigational hazards

Navigation (Chart & Plotting Instruments required)

  • Can interpret a navigational chart, understand significance of charted depths and drying heights and can identify charted hazards.
  • Can plot position by cross bearings and by Lat/Long
  • Can determine magnetic course to steer, making allowances for leeway and tidal stream
  • Can use a tide table to find times and heights of high and low water at a standard port
  • Can determine direction and rate of tidal stream from a tidal stream atlas or tidal diamonds on a chart

ICC: What's the actual 24m limit?

I am looking to upgrade my boat soon(ish) and my choice is down to 2 boats, one just under the ICC 24m length limit at 22.5 (74ft) and one a tad over at 28.6m (94ft). I really like the 28.6m boat but I only hold an ICC "up to 24m" - so that means I'd have to get a Yachtmaster Coastal... or does it... What exactly is the length that is measured for the license purpose? Is it overall anchor to end-of-swim-platform, gun rail to transom, or the hull at waterline length? I'm rather hoping someone will say "hull at waterline" so I can get away with just my 24m ICC... I so hate courses and tests.

The 24m is complex. It is "load line length", which is neither LOA nor w/l length I have read the rules many times but do not fully understnad them, and i have never met a surveyor who does. Plenty claim to, but cannot fit their claims to the exact words of the rules. The rules say LLL is the greater of: (i) 96% of the total length on a waterline at 85% of the least moulded depth measured from the top of the keel, and (ii) the length from the foreside of the stem to the axis of the rudder stock on that waterline. As a matter of English language, I don't know what "least moulded depth" is. i can guess, but that isn't the same. The words do not convey a precise meaning that I can see. I therefore interpret (i), with caution, as 96% of w/l length. (ii) is similarly hard to be sure about, but I take it as 96% of w/line length measured only as far back as the rudder stock, and therefore not relevant to mobos usually becuase (i) will generally trump it So (i) is the test, 96% of w/l length BUT the word "length" also carries its own definition, and helpfully it is: "the overall length from the foreside of the foremost fixed permanent structure to the aftside of the aftermost fixed permanent structure of the vessel". So you exclude swim platform, pulpits, davits, rubbing strakes, etc. Several manufacturers make the front nosecone of a mobo removeable to take a metre off the "length". Ferretti 830 does this, for example. You need to examine the boat carefully. HOWEVER, if LLL is measured only on a waterline, why would they go to the trouble of making a removeable nosecone? And why do the rules specifically tell you not to count the pulpit? VERY hard to fathom... The text of the rules is at pp 22 and 23 of this doc but as i say be careful to distinguish between guesses and reasoned interpetation Anyway, 94 foot is borderline. It can be done, but not all builders will do it. Sunseeker are good at it, and iirc (I might be wrong) even got the 105 below 24m LLL. Tell us the model of boat for more info or at least some guesses, but if you are right on the borderline do not just beleive what anyone tells you becuase the rules are complex and many surveyors probably don't know either. So you exclude swim platform, pulpits, davits, rubbing strakes, etc. Several manufacturers make the front nosecone of a mobo removeable to take a metre off the "length". Ferretti 830 does this, for example. You need to examine the boat carefully. HOWEVER, if LLL is measured only on a waterline, why would they go to the trouble of making a removeable nosecone? And why do the rules specifically tell you not to count the pulpit? VERY hard to fathom... The text of the rules is at pp 22 and 23 of this doc but as i say be careful to distinguish between guesses and reasoned interpetation Anyway, 94 foot is borderline. It can be done, but not all builders will do it. Sunseeker are good at it, and iirc (I might be wrong) even got the 105 below 24m LLL. Tell us the model of boat for more info or at least some guesses, but if you are right on the borderline do not just beleive what anyone tells you becuase the rules are complex and many surveyors probably don't know either. I found this www.dft.gov.uk/mca/msn_1792_edition_2.pdf really informative when i was looking at how many crew were required and licencing requirements for yachts over 24m. I think it is mainly commercial stuff but does reference "Yachts for pleasure only".

Not wishing to rain on your parade, but that info is confusing. The Gross Tonnage is calculated on volume ( http://en.wikipedia.org/wiki/Gross_tonnage ) If you use a really simple model of a 24m hull then it is made up of half a cylinder, 6m in diameter and 16m long (the bulk of the hull) with half an 8m cone on the front. Add to that a 1m thick triangular wedge at the front (above the half cone) and a rectangular slab 16m x 6m x 1m high to represent the rest of the superstructure. That comes out to a volume of 610 cubic metres. Applying the formula from Wikipedia, V=610 and K=0.255, so the Gross Tonnage for a rather crudely modelled 24 m boat is approximately 156 tonnes.

Balearick None of my business, but your shortlist is unusual to say the least. There's a world of difference between a 28m hardtop with surface drives and a 22m flybridge with shafts, and they would normally be bought by different types of buyers wanting different things from their boating. If the Coauch is the type of boat you really want, but you miss out on the one you're looking at, then why not look for a similar boat like a Leopard, Mangusta, etc, or even a SS Predator?

Aha! Found it at last. The following is from the RYA website: The standard commercial endorsement allows you work on board British flagged vessels subject to the MCA's codes of practice for small commercial vessels. The following wording would appear on your certificate: For Yachtmaster Offshore and Yachtmaster Ocean Certificates of Competence: This certificate is valid for use as a Master of yachts of up to 200gt on commercially and privately registered yachts until (date of expiry). For Powerboat Level 2, Powerboat Advanced, Day Skipper and Yachtmaster Coastal Certificates of Competence: Valid for vessels of up to 24 metres in length used for commercial purposes subject to the codes of practice issued by the MCA until (date of expiry). These only relate to the commercial endorsements, which implies that there is no limit for private pleasure use, but that's UK regulations only. The regular (non-commercial) YM Coastal and Offshore exams just get you an RYA certificate with no mention of restrictions. The ICC merely states that you have reached a minimum standard of competence as recognised by the RYA, but it is up to the other country as to whether they choose to recognise it. So if you are over 24m and British flagged, I guess to avoid the possibility of falling foul of local laws you would need a commercial endorsement on a YM Offshore. And that only covers you to 200gt - anything over 200gt and you are into MCA Officer of the Watch, Chief Mate or Master quals.

Interesting thread. Smallish drift though : Thought RYA PB2 and the accompanying ICC obtained from it only covered up to 10m? I'm sure that's what it states on mine, although not had it out of the drawer for many a moon.

24 meter yacht license

Do you need a license to pilot your own yacht say from 58 foot to 75 foot long (non-commercial) ? I have run smaller boats in the 20 foot range, but didn't know if there was a certain length of boat that was a threshhold for needing a license. Any information would be appreciated as well as any helpful web sites someone may want to recommend.

I agree with what everyone else is saying but would like to add this. Get yourself a full time Captain at least for the first year. There is a lot of information to learn how to safely navigate and run a 58-75' yacht from a 20'. Also a 75' yacht is twice as much boat as a 58' in almost all aspects. A lot heavier, a lot physically larger, a lot more systems, and a lot less forgiving if you screw up. Also, a yacht needs constant maintanence and you'll need to learn how to keep up with that as well, it's not like a car where you just park it in a garage.

license/certification aka taxes vary by state but applies to all vessels, regardless of size. there are no USCG or Fed. requirements for licenses based on size for private vessels. You insurance underwriter will have a say though and may force you to have a captain on board for a period of time. It will depends on your experience, the type of boat, size, power, cruise speed, value, etc... Personally, I find that, GENERALY SPEAKING, the larger the boat the easier it is to handle. Once you get beyond the 35/40' range, you're not going to manhandle that boat by pushing, shoving, pulling lines or fending off so it doens' matter if the boat is heavier, the larger boats will be less prone to sailing in the wind. systems and maintenance become an important part of ownership. as boats get larger and more complicated, there are more things to maintain and it becomes more difficult for an owner/operator to keep the boat to high standard, unless experience and semi retired with a lot of free time. The threshold will vary depending on the boat, the owners experience and available time, but once you get around 60/70' a part time or even full time captain starts making sense to manage the boat and keep this in shape.

I have a question regarding this issue which I just found on this thread: So, leaving aside insurance company requirements for a moment, could I operate my own 110 foot U.S. flagged boat ( say 120 gross registered tons) on U. S. coastal waters, with no passengers for hire aboard, even though I have no captain's license, without violating any regulations (including but not limited to any manning requirements, if any) ? Many thanks for any insight.

As long as the Vessel is not commercial and takes no paying passengers a privately owned vessel does not need a licensed captain but I would still take the courses and try to get a license so you would have more experience, ive sailed a 75ft schooner and with a crew of 3 plus a captain it is still a lot to handle

If the vessel is not for hire, privately owned, then the owner legally can run it himself if it's under 200 GRT.

Registering and licensing marine crafts sailing or operating in the Emirate’s water.

To license and register marine crafts, in order to implement maritime rules and regulations, ensuring that marine crafts are constructed and manned to the acceptable standards with adequate safety requirements that will comply with the safety of the marine craft, its passengers and crew, and ensure that the marine crafts operate in an environmentally responsible manner that does not cause pollution.

Service Target Customers

Individuals: marine craft owners and operators including UAE nationals and expatriates residing in UAE.

Companies: companies and establishments with Marine activities in the emirates of Dubai.

Service Provision Channels and Provision Timing

  • Marine craft License is valid for one year and can be renewed for a similar period. Yet the customer can select to validity of the marine craft license to be for two years and pay the required fees for the pleasure water sport marine craft.
  • The Safe manning certificate will be issued annually for the commercial, tourist marine crafts and the pleasure marine craft that length 24 m and above.

Service Procedures and Required Documents

Stages of Issuing Marine Craft Registration and License.

Marine craft registration and licensing will be processed through two stages:

First Stage: Online Registration & Inspection Process

  • Marine craft owner shall use UAE pass to login to DMCA online services or register through DMCA portal or smart applications and obtain a user name and password.
  • Initiate an online request attaching all the required documents for the first stage.
  • Once the request is approved by DMCA, customer shall select the inspection appointment and pay the applicable fees.
  • Prepare technical requirements for the marine craft inspection as per the inspection check list.

Required Documents of First Stage:

Customer shall assure attaching clear copy of the following required documents.

  • In case of not using UAE Pass, customer should upload a copy of valid Emirates ID card and passport copy for UAE citizens, or copy of Emirates ID card, passport and UAE residence visa for expatriates considering that the customer age should not be less than 18 years old.
  • Copy of marine craft builder certificate or any document from the manufacturer or supplier listing the marine craft details.
  • Copy of proof of ownership document, or marine craft purchase invoice attested by the authorized entity.
  • Copy of the marine craft cancellation certificate.
  • Copy of sale agreement attested by the authorized entity.
  • For new marine craft: Copy of proof of ownership document, or marine craft purchase invoice attested by the authorized entity.
  • For previously registered marine craft: Copy of the marine craft cancellation certificate, and Copy of sale agreement attested by the authorized entity.
  • Cpy of customs clearance certificate issued by the competent authorities.
  • Copy of environment specifications certificate issued by Emirates Authority for Standardization and Metrology (ESMA), for the new Petrol Outboard marine engines.
  • Copy of mortgaged marine craft deed.

Second Stage: Issuing Marine craft registration & license certificate.

After passing the technical inspection, the customer shall:

  • Update the insurance details in DMCA portal or smart application.
  • Attach the required documents of the second stage and pay the applicable fees.

Note: In case of failure to pass the inspection.

Required Documents of second stage:

  • Valid technical inspection pass certificate for the marine craft issued by DMCA or any certified entity by the Authority (for New brand water sport marine crafts).
  • Copy of insurance policy valid for (13) months or (26) months in case the license validity is for (2) years issued by an insurance firm licensed to operate in the Emirate.
  • Copy of valid trailer registration or copy of valid annual berth contract issued by marine club or marina in the Emirate.

After completing all the procedures, an electronic copy of the marine craft license and certificate will be available in the customer account at DMCA portal. Yet the customer can contact the contact center to request to print and deliver the original license & Marine craft Certificate with additional cost.

License application validity:

Marine craft license application shall be cancelled automatically in case of failing to fulfil all requirements within three months as of application submission date considering that paid fees will not be refunded.

Pleasure Marine Crafts

Including the pleasure power marine crafts, rowing marine craft and sailing marine craft

Stages of issuing Marine Craft Registration and License.

Issuing a marine craft registration and licensing will be processed through two stages:

First Stage: Online Registration & Inspection Process.

  • Use UAE pass to login to DMCA online services or register through DMCA portal or smart applications and obtain a user name and password.
  • Prepare technical requirements for the marine craft inspection as per the inspection check list
  • Proof of total income 20,000 AED and above.
  • Copy of partnership in commercial Dubai issued trade license.
  • Copy of title deed for free hold property owners to whom the residence law is not applicable.
  • For new marine craft: Copy of marine craft builder certificate or any document from the manufacturer or supplier listing the marine craft details or copy of marine craft purchase invoice attested by the authorized entity.
  • For previously registered marine craft: Copy of the marine craft cancellation certificate, and copy of sale agreement attested by the authorized entity.
  • Copy of customs clearance certificate issued by the competent authorities.
  • Copy of confirmation certificate from approved supplier to license radio communication devices (VHF) applicable for pleasure marine crafts more than (35) feet (10.67 meter).
  • Copy of mortgaged marine craft deed between the mortgagor and the mortgagee if applicable.
  • Copy of stability booklet for all marine crafts, licensed to carry more than 12 passengers, regardless of type or structure material.
  • Copy of UAE yacht code certificates if the Load Line Length of the marine craft.

Note: The copy of the stability booklet should be presented to the inspector during the technical inspection. (if applicable)

Second Stage: Issuing Marine Craft Licensing & Registration Certificate.

  • Visit Critical Infrastructure and Coastal Protection Authority (Coast Guard) office to install a safety and security transponder for the marine craft in accordance with the requirements of the (Coast Guard) and deliver the original installation certificate to DMCA.
  • Update the insurance details in DMCA portal or smart applications.
  • Attach the required documents for second stage and pay the applicable fees.

Note: In case of failure to pass the inspection

  • Valid technical inspection pass certificate for the marine craft issued by DMCA (For new Brand Pleasure Marine Craft less than 24 M and up to 12 passengers)
  • Copy of insurance policy valid for (13) months, issued by an insurance firm licensed to operate in the Emirate.

After completing all the procedures, an electronic copy of the marine craft license and certificate will be available in the customer account at DMCA portal. Yet the customer can contact the contact center to request to print and deliver the original license & Marine craft Certificate with additional cost. Once the customer receives the license, he shall proceed to install the telecommunication device (VHF) if applicable.

Commercial Marine Craft

Commercial marine crafts allocated for:

  • Training purposes
  • Patrolling and rescuing
  • Towing and pilotage
  • Cargo transportation

Tourist Marine Craft:

  • Tourist water sport marine craft
  • Tourist marine craft
  • Non- Wooden floating restaurant
  • Wooden floating restaurant
  • Wooden tourist yachts

Public Water Transport:

  • Marine crafts allocated for public water transport including water taxi, waterbus, Abra and ferry boat.
  • Marine craft owner shall register through DMCA portal or smart applications and obtain a user name and password

Customer shall assure attaching clear copy of the following required documents. Yet there are original documents should be submitted to the Customer Happiness center for verification.

  • Copy of valid Dubai issued trade license, in addition to the Emirates ID card, passport and residence visa copy of the company’s shareholder or authorized manager.
  • No-objection certificate from Roads and Transport Authority to operate the marine craft.
  • A statement of marine craft route, dates of service and rated speed, issued by the Roads and Transport Authority
  • Copy of stability booklet for all marine crafts, for those licensed to carry more than (12) passengers regardless of type or structure material. For Commercial marine craft (24) meters and above, regardless number of passengers.
  • Copy of GCC code certificates for all Non- Wooden Commercial and Touring marine crafts above (12) meters Length Over All(LOA)
  • Copy of classification certificate or GCC code certificates for commercial marine crafts, (24) meters and above, and (150) GT and above, from any certified classification body in the country.

Note: The copy of the stability booklet & classification certificate should be presented to the inspector during the technical inspection.

Second Stage: Issuing Marine craft licensing & registration certificate.

  • Visit Critical Infrastructure and Coastal Protection Authority (Coast Guard) office to install safety and security transponder for the marine craft in accordance with the requirements of the (Coast Guard) and deliver the original installation certificate to DMCA.
  • Copy of insurance policy valid for (13) months issued by an insurance firm licensed to operate in the Emirate.
  • Copy of valid annual berth contract issued by marine club or marina in the Emirate.

After completing all the procedures, an electronic copy of the marine craft license and certificate will be available in the customer account at DMCA portal. Yet the customer can contact the contact center to request to print and deliver the original license & Marine craft Certificate with additional cost. Once the customer receives the license, he shall proceed to install the telecommunication device (VHF) if applicable. Once the customer receives the license, he shall proceed to install the telecommunication device (VHF).

DMCA Technical Inspection Procedures

  • Customer shall book the technical inspection appointment at the specified locations by DMCA ensuring that all the technical requirements are prepared as per the inspection check list
  • In addition to the technical inspection fees, inspection moving fees will be added in case the selected inspection location was other than the specified areas by DMCA.
  • Customer shall ensure that the marine craft is presented at the allocated inspection time. Failure to do so will result in “vessel not found” and customer shall request a new inspection appointment and pay the moving fees if applicable.
  • The marine craft shall be inspected in berth (in water), excluding Jet Ski and small marine crafts less than 4 m long which can be towed to the inspection location.
  • The marine craft plate number must be fixed as per the approved UAE standards before the technical inspection is carried out, check plate number specifications here .
  • Upon passing the technical inspection, DMCA Inspector will issue an Inspection Report, which will be valid for (30) days from inspection date. In case of Failure to submit all the required documents within the specified period, the customer shall submit a new technical inspection request and pay the applicable fees.
  • If the marine craft fails to pass the technical inspection at the first attempt or is not presented for any reason other than bad weather conditions, the client shall schedule a second technical inspection appointment within (60) days and pay only the transportation fees if applicable.
  • If the marine craft fails to pass the technical inspection at the second attempt or is not presented for a reason other than bad weather conditions, the customer shall submit a new technical inspection appointment request and pay all the applicable fees.
  • In case the marine craft fails to pass the technical inspection at the first attempt, the client will be required to rectify all deficiencies before booking a second technical inspection appointment.
  • The customer can request to change the inspection appointment for a maximum of three times only, provided that he notifies DMCA call center at least 24 hours before the inspection appointment. Failing to notify DMCA before the determined period, the marine craft shall be considered as failed, and customer shall request for a new appointment within (5) working days from the inspection date and pay the transportation fees if applicable .   • DMCA has the right to cancel the marine craft registration number if the technical inspection certificate has expired or licensing procedures were not completed.
  • DMCA has the right to reschedule the technical inspection appointment due to adverse environmental and weather conditions with a notification to the customer.

External Technical Inspection Procedures

The customer has the option to proceed with the inspection procedure for brand new marine crafts through certified marine craft dealers for the following categories:

  • Pleasure Watersport -Jet Skis allocated for individuals
  • Pleasure marine crafts- less than 8m

As per the inspection process, the customer must submit, for DMCA inspection review, the dealer’s declaration form (signed and stamped by the dealer in DMCA Template) and the required following pictures:

  • Photo of the marine craft plate numbers.
  • Photo of the Hull Identification Number.

When a boat license is mandatory

In which cases is it necessary to have a boat license? There are several conditions that trigger the obligation of the license to drive the boat, relating to the characteristics of the vehicle and the type of navigation:

• The boat license is mandatory in any case to sail at a distance of more than 6 miles from the coast

• regardless of the distance from the coast, it is mandatory to have a nautical license to drive boats driven by engines with power exceeding 40.8 horsepower , as well as with engines with a displacement greater than 750 cc in case of carburetion or two-stroke injection; with engines with a displacement of more than 1,000 cc in case of 4-stroke outboard carburetion with direct injection; with engines with a displacement of more than 1,300 cc, in the case of 4-stroke inboard carburetion; finally, with diesel engines with a displacement of more than 2,000 cc

• The license is mandatory to drive boats longer than 24 meters

• it is necessary to have a boat license to drive a boat for water skiing

• Regardless of the distance from the coast, a boat license is mandatory to drive a jet ski .

It is therefore possible to sail without a boat license, within 6 miles from the coast, with a small boat powered by a reduced power engine, such as an outboard motor up to 40.8 horsepower. As the distance from the coast or the engine power increases, however, the license is no longer optional.

The types of boat license

Now let's see which and how many types of nautical licenses exist. We are talking about 4 categories , namely:

• Category A : this license entitles you to drive boats, pleasure boats and jet skis (and not pleasure boats, and therefore not hulls over 24 meters). The category A boat license is also divided into the type "within 12 miles" and the category " without limits ", which allows you to sail over 12 miles from the coast . It should also be said that this license can be requested only for the navigation of motor boats or, in the most complete case, also for sailing boats .

• Category B : the second category is dedicated to the management of pleasure boats , i.e. hulls with a length of more than 24 meters. It should be emphasized that to obtain this license it is necessary, among other things, to have an unlimited type A license for at least 3 years.

• Category C : the nautical licenses of this category are designed exclusively for people who, being carriers of particular pathologies , can drive a boat only in the presence of a second person , over the age of 18 and able to carry out the necessary management and management activities of the vehicle.

• Category D : this is a nautical license with particular limitations, a special qualification for the management of boats, pleasure boats and jet skis .

Leaving aside the exceptional cases of categories C and D, most people choose between the most common category A boat license or, as a possible and next step, for the category B boat license, which is mainly used by those who want to start a professional career in the management of large ships.

How the boat license exam takes place after 2022

The process of the nautical license exam has recently been modified, together with the update of the Nautical Code . The so-called "new exams" started from the summer of 2022 , with the entry into force of the single national list of quizzes for carrying out the written tests necessary for obtaining the nautical license. The most important novelty introduced by the update is precisely the presence of an identical quiz listing for everyone, without however differences between those who aim for a license within 12 miles and those who aim at the nautical license without limits. The only difference between those who want the license within 12 miles and the unlimited one is related to the quiz test on the elements of nautical charting . In the case of a driving licence within 12 miles, these are actually 5 simple single-answer questions. To pass this step, the candidate is required to answer at least 4 questions correctly. Those who aim for the license without limits must face the nautical chart test, to be done on nautical charts , with 4 independent questions: to pass the exam it is necessary to give a correct answer to 3 questions.

The next step for the license consists of the basic quiz , with 20 alternative answer questions: the sufficiency corresponds to 16 correct answers. Those who want to drive a sailboat must also answer 5 other questions (to pass this test 4 correct answers are required).

Finally we come to the practical test , which, unlike in the past, no longer presents further theoretical questions. The typical exercises are approaching the quay, driving the boat at various speeds, and so on.

The tools to prepare for the boat license exam

Whether you choose to prepare for the private boat license exam or through a course at a nautical school , it must be said that the law requires 5 hours of certified maneuvers for all candidates. As for the duration of the courses, everything depends on the organization of the individual nautical schools: there are institutions that offer full-time courses in a few days, and others that instead offer courses with lessons over several months.

To prepare for the texts there are also many tools for the nautical license exam: think of the many quizzes, exercises and nautical chart solutions, learning games and so on, to make your preparation more complete and at the same time less heavy.

How much does it cost to get a boat license?

Finally, we come to the costs of obtaining the nautical license. In reality, there is no fixed price valid for everyone: what makes the difference is first of all the choice to prepare as a private student or attending a course at a nautical school, as well as the desire to get a license within 12 miles or without limits. The duration of the course itself obviously affects the price indicated by the school. In principle, those who choose to attend a course can expect to spend a total of between 500 and 1,000 euros , a total cost that will include not only the cost of the course, but also the bureaucratic costs for the final exam, the costs for printing the license and so on.

Official Now: NautiGuys just got an upgrade

With great pleasure, Bering Yachts has notified one of our customers about the project name change. Their much-touted B75 just became a B82… over the phone. Alexei Mikhailov called the NautiGuys during the filming of a recent episode and let them know that Bering Yachts has decided to do justice and rename B75 to B82 to reflect the new boat’s gross tonnage better.

You really cannot measure Bering by length; you have got to measure it by GT, and this is exactly what happened. Otherwise, everything else remains the same. The name changed, but the size did not. The boat is still under 24-meter LOA and below 200 gross tons, so it’s still designated “small vessel in commercial use,” and all the same certifications apply. Our captain and owner-to-be will not have to change his license due to the length increase.

Savvino-Storozhevsky Monastery and Museum

Zvenigorod's most famous sight is the Savvino-Storozhevsky Monastery, which was founded in 1398 by the monk Savva from the Troitse-Sergieva Lavra, at the invitation and with the support of Prince Yury Dmitrievich of Zvenigorod. Savva was later canonised as St Sabbas (Savva) of Storozhev. The monastery late flourished under the reign of Tsar Alexis, who chose the monastery as his family church and often went on pilgrimage there and made lots of donations to it. Most of the monastery’s buildings date from this time. The monastery is heavily fortified with thick walls and six towers, the most impressive of which is the Krasny Tower which also serves as the eastern entrance. The monastery was closed in 1918 and only reopened in 1995. In 1998 Patriarch Alexius II took part in a service to return the relics of St Sabbas to the monastery. Today the monastery has the status of a stauropegic monastery, which is second in status to a lavra. In addition to being a working monastery, it also holds the Zvenigorod Historical, Architectural and Art Museum.

Belfry and Neighbouring Churches

Located near the main entrance is the monastery's belfry which is perhaps the calling card of the monastery due to its uniqueness. It was built in the 1650s and the St Sergius of Radonezh’s Church was opened on the middle tier in the mid-17th century, although it was originally dedicated to the Trinity. The belfry's 35-tonne Great Bladgovestny Bell fell in 1941 and was only restored and returned in 2003. Attached to the belfry is a large refectory and the Transfiguration Church, both of which were built on the orders of Tsar Alexis in the 1650s.

To the left of the belfry is another, smaller, refectory which is attached to the Trinity Gate-Church, which was also constructed in the 1650s on the orders of Tsar Alexis who made it his own family church. The church is elaborately decorated with colourful trims and underneath the archway is a beautiful 19th century fresco.

Nativity of Virgin Mary Cathedral

The Nativity of Virgin Mary Cathedral is the oldest building in the monastery and among the oldest buildings in the Moscow Region. It was built between 1404 and 1405 during the lifetime of St Sabbas and using the funds of Prince Yury of Zvenigorod. The white-stone cathedral is a standard four-pillar design with a single golden dome. After the death of St Sabbas he was interred in the cathedral and a new altar dedicated to him was added.

Under the reign of Tsar Alexis the cathedral was decorated with frescoes by Stepan Ryazanets, some of which remain today. Tsar Alexis also presented the cathedral with a five-tier iconostasis, the top row of icons have been preserved.

Tsaritsa's Chambers

The Nativity of Virgin Mary Cathedral is located between the Tsaritsa's Chambers of the left and the Palace of Tsar Alexis on the right. The Tsaritsa's Chambers were built in the mid-17th century for the wife of Tsar Alexey - Tsaritsa Maria Ilinichna Miloskavskaya. The design of the building is influenced by the ancient Russian architectural style. Is prettier than the Tsar's chambers opposite, being red in colour with elaborately decorated window frames and entrance.

The Palace of Tsar Alexis was built in the 1650s and is now one of the best surviving examples of non-religious architecture of that era. It was built especially for Tsar Alexis who often visited the monastery on religious pilgrimages. Its most striking feature is its pretty row of nine chimney spouts which resemble towers.
