Over the past few years, Porto Montenegro Yacht Club has been a favourite with us here at Luxurious Magazine and many of our friends around the world. It’s never an easy task to go up against the biggest players in the world of high-end yacht clubs but Porto Montenegro appears to be more than holding its own.

Porto Montenegro marina and resort

It wasn’t just the remarkable diversity of Montenegro that convinced me to visit or the fact that you can swim on the Adriatic coast in the morning and go snow skiing in the mountains in the afternoon. Or the fact that this Balkan country offers dramatic northern mountains, lush green canyons, medieval villages, fortified towns, wide, narrow beaches and likely Europe’s largest untouched pine forest formed by glaciers filled with bears, wolves, limestone lakes, and glaciers.

I was excited to also check out Porto Montenegro, an area quickly becoming the new Monaco with the largest superyachts and billionaire visitors, making it the most sought-after resorts for the world’s wealthiest individuals.  With a stunning amount of new resort development slated for the next five years, Montenegro will quickly seal its place as the top luxury destination in Eastern Europe.

The former Yugoslavian republic is located between Croatia, Bosnia-Herzegovina, and Albania on the eastern shore of the Adriatic. Podgorica is the country’s capital with an international airport; the other one is located in the resort town of Tivat. Montenegro (Black Mountain) got its name from the mountain forests that were so dense and thick that they looked black to outside observers.

The Porto Montenegro project started when Canadian mogul Peter Munk purchased the Arsenal shipyard, a former Yugoslav Army military base in the town of Tivat in 2007, with the purpose of building a superyacht marina that would rival all other destinations. With backing from LVMH Chairman, Bernard Arnault, Russian oligarch Oleg Deripaska and Lord Jacob Rothschild, the Barrick Gold founder created the largest private-sector investment in the country, and before his death this year, he had already sold Porto Montenegro to the Investment Corporation of Dubai.

I made the Regent Porto Montenegro my base for my quick visit to the area. Located on the shore of the UNESCO protected Boka Bay, Porto Montenegro is more of a city in itself offering everything a spoiled visitor would want. Featuring an elegant nautical village, (their version of Rodeo Drive), the bustling community is filled with restaurants, bars, boutiques and even a new Veuve Clicquot champagne bar.  My best word of advise if you are planning a visit is to fly into Tivat Airport (10 minutes away) rather than the exhaustive, winding drive from Podgorica Airport which reminded me of the perilous Amalfi Coast roads. Of course, you can always arrive like most visitors on their superyachts as you cruise the coastline.

Inspired by Venetian-Renaissance architecture, the nautical-themed Regent recently debuted its Aqua Wing this month, featuring 62 suites and guestrooms as well as a 10,000-square-foot pool complex comprising four pools as well as cabanas and a pool bar with live DJs. The Venezia Wing, the main building of the hotel that opened in 2014, offers a gym, infinity swimming pools, and the Regent Spa.

The Platinum rated Porto Montenegro Marina has 450 berths and can accommodate the largest mega yachts in the world up to 800 feet. The beautiful Porto Montenegro Yacht Club is really the place to be, where members can experience the newly refurbished 200-foot infinity pool including daybeds for up to 188 people, an Italian poolside restaurant, as well as a 20-seater lounge area and outdoor theater. Evenings are spent at the Italian-inspired De Gustibus seafood restaurant, with a rooftop bar and the yacht club's private Platinum Nightclub.

My time was limited, but I wanted to explore the area, so I took a private Riva boat from the marina to Kotor and Perast. In the Old Town of Kotor I enlisted the help of local expert Vanja Pavlovic , the charming and very handsome Vanja was the perfect choice to guide us through the Old Town and made exploring so much fun. He showed us around the well-preserved medieval town surrounded by stone walls, built like a maze to confuse invaders, its narrow streets, and squares filled with cafes and shops and include a charming combination of Baroque, Venetian and Austrian architecture. Vanja is also launching a living history museum in Kotor for visitors to get a hands-on experience on what it was like living in medieval times. How fun for families to learn the basics of sword fighting while wearing authentic body armor?

We enjoyed a delightful lunch on the water in neighboring Perast on Boka Bay, filled with 17th and 18th-century buildings, including sixteen Baroque palaces and seventeen Catholic churches. The best spot for dining is at the Conte Hotel and Restaurant , where your private boat will moor adjacent to a waterfront table overlooking the famed Our Lady of the Rocks. According to legend, the man-made islet was created rock by rock over centuries by local seamen after they found the icon of Madonna and Child on a rock in the sea.

The ultimate way to depart Montenegro is by helicopter to Dubrovnik for easy transfers onwards to the Mediterranean, and the coolest way to experience it is with Laura Protat with Discover Montenegro .  Not only is she the most beautiful pilot I have ever seen, but she is also the best, having flown many celebrities and VIPs and is filled with great stories of the area.  The route takes you along the coastline where you can see first hand the massive development in the area including neighboring Portonovi with a new One&Only Resort in the works and a 238 berth marina for yachts up to 394 feet. Additional resorts now open or launching soon include the popular Aman Sveti Stefan on its own private islet or along the Bay of Kotor with a planned Ritz-Carlton, Four Seasons Hotel, Chedi Lustica on Boka Bay, Allure Palazzi and Iberostar.

Once in Dubrovnik, as you wait for your afternoon flight, make sure to visit the stunning Villa Orsula , which is a member of Small Luxury Hotels of the World, for lunch on the large terrace with dramatic views of the walled Old Town. Built in 1939, this boutique five-star hotel was completely restored and features stone architecture inspired by Mediterranean tradition. The decor of the intimate villa's 11 rooms and 2 suites combines vintage style with modern minimalism. If you want to spend the evening, check into the Royal Suite with private balcony and spectacular views, or at their other property, the 104-year-old Hotel Excelsior, where the cast of Game of Thrones stayed during the filming the Kings Landing location in the Old Town.

Why Montenegro Is On Track to Be the Next French Riviera

“Then came the war, old sport...I was promoted to be a major, and every Allied government gave me a decoration—even Montenegro, little Montenegro down on the Adriatic Sea!” Jay Gatsby's words have been immortalized in F. Scott Fitzgerald's 1925 masterpiece, The Great Gatsby. And as a result, for generations of readers, the sovereign state of Montenegro, or rather, "little Montenegro," as Gatsby sardonically calls it, became known as the ultimate cast-off country, more of a novelty than a nation. Yet those words were written nearly a century ago, and much has changed since the summer of 1924 when Fitzgerald sat in the French Riviera to write his most famous novel.

No, we don't like being compared to Monaco. Monaco has lost its soul—there's no real atmosphere there anymore.

Like most nations that have experienced the carnage of war, Montenegro is a complex place. Mix in the facts that the Yugoslav Wars (which involved six different Slavic countries) was less than three decades ago, and that it later peacefully gained independence from Serbia in 2006, and a country such as Montenegro is not only complicated but unusually so. Yet, things are on the rise in the tiny Balkan nation (which is sandwiched between Croatia, Bosnia and Herzegovina, Serbia, and Albania) and have been for over a decade. Sure, it helps that the country's mountains and lakes and coastline along the Adriatic Sea are stunningly beautiful, but the people are about as friendly and warm as the Mediterranean climate. In fact, it's not just the unspoiled terrain, ample sunlight, and hospitable locals that have made Montenegro an exciting travel destination but also a bevy of newly renovated and built luxury hotels and restaurants, which have caused some to call Montenegro the next French Riviera. And while the Côte d'Azur is alluring for countless reasons, parts of southern France has lost its charm, mainly due to the endless stampede of tourists coming to soak up the legendary sun. Montenegro, on the other hand, has the same incredible local cuisines, wines, and splendid natural beauty of the Riviera —yet hasn't forfeited its soul with an influx of visitors from other countries.

A look at one wing of Porto Montenegro, a beautiful yacht marina that, when completed in 2009, was among the most ambitious leisure projects in Europe.

Montenegro's biggest industry is tourism, but that doesn't mean one will be swarmed by travelers snapping pictures and crowding every inch of the beach. To this end, the country has spent the past decade proving that they don't merely want to bring in hoards of crowds from around the world, but rather those travelers who are looking for a highly-luxurious getaway. Indeed, one of the surest signs of Montenegro's bright future is with such landmarks as Porto Montenegro. Completed in 2009, Porto Montenegro is a beautiful yacht marina that was envisioned and primarily financed by the late Canadian billionaire Peter Munk (it's rumored that he saw the plot of earth while flying over it in an airplane and knew he had to build something spectacular on it).

Anytime a major yacht marina is built anywhere around the world, comparisons to Monaco are inevitable. But that's not what Porto Montenegro is hoping to achieve. In fact, far from it. "No, we don't like being compared to Monaco," says Kai Dieckmann, general manager of the Regent Porto Montenegro , the first five-star property in Boka Bay (the clean and calm body of water that Porto Montenegro is located on). "In my opinion, Monaco has lost its soul—there's no real atmosphere there anymore," he continues. "But in Montenegro, we have natural beauty, incredible food and wine that are both locally grown, and friendly people. We don't need this country to be a tax haven to attract visitors; they will come without that." The tax benefit Dieckmann is referring to dates back to the late 19th century, when Monaco first began forgoing the collection of income taxes on its residents (by that government's definition, a person must live in Monaco for six months and one day each year to be considered a legal resident). And Dieckmann's words certainly ring true, as investors have swooned over property within the Regent Porto Montenegro (87 rooms can be rented through the hotel, while 62 others were built to be purchased), buying apartments quicker than the hotel can build new ones (the property is currently constructing a new wing of residences that's located on the water, and expected to be completed by mid-2019). The attraction for investors isn't merely the yacht club at their doorstep but also the nearby town of Kotor. Located some seven miles from Porto Montenegro, the ancient town is incredibly charming (so much so that it's a UNESCO World Heritage site). Locals and visitors alike can enjoy the small alleyways that climb up to a number of churches, shops, and restaurants.

There's perhaps no greater example pointing to the fact that times have drastically changed in the Balkan country than the creation of Porto Montenegro. Indeed, the waters used by Porto Montenegro to berth their 450 yachts at any given time was the exact same area once used by the Soviets to build and maintain ships of war (the group plans to expand the number of berths to 850). But that doesn't mean Porto Montenegro is shying away from its history. On a plot of land that could easily have been torn down and used for any number of profit-seeking adventures, the group has stationed an old Soviet submarine (which can be toured) as well as a museum that explains the history of the land from the mid–19th century to modern times. Porto Montenegro is so proud of its history, in fact, that just a few weeks ago it held the country's first-ever international fashion show . And the backdrop? A Soviet-era submarine.

While Montenegro may be a newly discovered gem for many everyday Westerners, it has a rich past in hosting some of the biggest celebrities in history. Sveti Stefan (pictured at the top of the article), for example, was a favorite hotel for such luminaries as Sophia Loren, Marilyn Monroe, and others. Owned by the prestigious Aman group, this island-hotel was built within the existing foundation of a 16th-century village that was originally erected by local Montenegrins who were outrunning the Ottomans. Today, however, the rooms within the five-star hotel still maintain much of the original architecture. As a result, the door frames to certain rooms may be awkwardly small. But guests who might bump their head are rewarded when looking out their bedroom window to unobstructed views of the Adriatic.

The Yacht Club Pool at Porto Montenegro has become a hot spot in the country, as visitors flock to enjoy the views from the infinity pool overlooking the Bay of Kotor.

For decades, much of what makes the French Riviera such an attractive locale (including, of course, the climate, culture, and scenery) is that it's a very enjoyable environment to live in. For any potential transplant debating a move to a new country, crime is certainly an issue taken into serious consideration. Here, Montenegro actually outpaces European countries such as France, while landing only one spot behind the U.K. (this is according to rankings from the 2018 Global Peace Index , which takes into consideration such indicators as relations with neighboring countries, terrorist activity, and levels of violent crime, among others). But that doesn't mean that Montenegro isn't still a risk for investors looking to strike gold on the next French Riviera. While Montenegro has taken serious steps to adding more stability and economic promise for its future (such as their recent ascension into NATO in 2017, a move that's setting the Balkan nation one step closer to finally join the European Union), there's still much work to be done.

As the saying goes, where there's risk, there's also reward, and it's evident that there are many people in the world who are betting big on Montenegro's success in the near future. It's not uncommon to travel through the scenic little villages along the Adriatic coast (such as Kotor or Budva) and see multimillion-dollar homes being built in the surrounding mountainsides. Yet, unlike St. Tropez, Cannes, or Monaco, many of these massive estates don't have legitimate roads leading to them but rather potholed, dirt-laden paths that are in serious need of repair. In fact, Montenegro is the only country in Europe that doesn't currently have a highway (for what it's worth, the country also doesn't have a single McDonald's). The lack of a highway leaves many government officials nervous about their fate in an increasingly globalized economy. Recently, however, the government signed a multibillion-dollar deal with the Chinese government to build a highway that would span some hundred miles of road. The massive infrastructure project, which has its share of skeptics, is intended to connect the port city of Bar with the Serbian town of Boljare. Due to the many lakes and mountains that pepper Montenegro's diverse landscape, this route currently takes approximately four hours to complete. With the new highway, however, the drive would be cut in half.

The terms of the deal for this Chinese-funded highway are such that if Montenegro is unable to pay the roughly $3.2 billion back by 2040 (at a 2 percent rate of interest), then the Chinese government can seize certain parts of Montenegro's territory. Such are the risks some investors are willing to take with this small, beautiful coastal country. Who knows? With Montenegro's current trajectory in building luxurious hotels, and its propensity to lure deep-pocketed investors, maybe in the not-so-distant future the roles will be reversed: A young novelist will sit at a table and, in his or her book, write a scene involving the splendors and luxe throughout "ritzy Montenegro."

The first in the history of the power plant refueling, that is, the replacement of spent nuclear fuel with fresh one, is planned to begin before 2024. The manufacturer of nuclear fuel for all Russian nuclear icebreakers, as well as the Akademik Lomonosov FNPP, is Machinery Manufacturing Plant, Joint-Stock Company (MSZ JSC), a company of Rosatom Fuel Company TVEL that is based in Elektrostal, Moscow Region.

The FNPP includes two KLT-40S reactors of the icebreaking type. Unlike convenient ground-based large reactors (that require partial replacement of fuel rods once every 12-18 months), in the case of these reactors, the refueling takes place once every few years and includes unloading of the entire reactor core and loading of fresh fuel into the reactor.

The cores of KLT-40 reactors of the Akademik Lomonosov floating power unit have a number of advantages compared to the reference ones: a cassette core was used for the first time in the history of the unit, which made it possible to increase the fuel energy resource to 3-3.5 years between refuelings, and also reduce the fuel component of the electricity cost by one and a half times. The FNPP operating experience formed the basis for the designs of reactors for nuclear icebreakers of the newest series 22220. Three such icebreakers have been launched by now.

For the first time the power units of the Akademik Lomonosov floating nuclear power plant were connected to the grid in December 2019, and put into commercial operation in May 2020. The supply of nuclear fuel from Elektrostal to Pevek and its loading into the second reactor is planned for 2024. The total power of the Akademik Lomonosov FNPP, supplied to the coastal grid of Pevek without thermal energy consumption on shore, is about 76 MW, being about 44 MW in the maximum thermal power supply mode. The FNPP generated 194 million kWh according to the results of 2023. The population of Pevek is just a little more than 4 thousand, while the FNPP has a potential for supplying electricity to a city with a population of up to 100 thousand people. After the FNPP commissioning two goals were achieved. These include first of all the replacement of the retiring capacities of the Bilibino NPP, which has been operating since 1974, as well as the Chaunskaya TPP, which has already been operating for more than 70 years. Secondly, energy is supplied to the main mining companies in western Chukotka in the Chaun-Bilibino energy hub a large ore and metal cluster, including gold mining companies and projects related to the development of the Baimsk ore zone. In September 2023, a 110 kilovolt power transmission line with a length of 490 kilometers was put into operation, connecting the towns of Pevek and Bilibino. The line increased the reliability of energy supply from the FNPP to both Bilibino consumers and mining companies, the largest of which is the Baimsky GOK. The comprehensive development of the Russian Arctic is a national strategic priority. To increase the NSR traffic is of paramount importance for accomplishment of the tasks set in the field of cargo shipping. This logistics corridor is being developed due regular freight voyages, construction of new nuclear-powered icebreakers and modernization of the relevant infrastructure. Rosatom companies are actively involved in this work. Rosatom Fuel Company TVEL (Rosatom Fuel Division) includes companies fabricating nuclear fuel, converting and enriching uranium, manufacturing gas centrifuges, conducting researches and producing designs. As the only nuclear fuel supplier to Russian NPPs, TVEL supplies fuel for a total of 75 power reactors in 15 countries, for research reactors in nine countries, as well as for propulsion reactors of the Russian nuclear fleet. Every sixth power reactor in the world runs on TVEL fuel. Rosatom Fuel Division is the world’s largest producer of enriched uranium and the leader on the global stable isotope market. The Fuel Division is actively developing new businesses in chemistry, metallurgy, energy storage technologies, 3D printing, digital products, and decommissioning of nuclear facilities. TVEL also includes Rosatom integrators for additive technologies and electricity storage systems. Rosenergoatom, Joint-Stock Company is part of Rosatom Electric Power Division and one of the largest companies in the industry acting as an operator of nuclear power plants. It includes, as its branches, 11 operating NPPs, including the FNPP, the Scientific and Technical Center for Emergency Operations at NPPs, Design and Engineering as well as Technological companies. In total, 37 power units with a total installed capacity of over 29.5 GW are in operation at 11 nuclear power plants in Russia. Machinery Manufacturing Plant, Joint-Stock Company (MSZ JSC, Elektrostal) is one of the world’s largest manufacturers of fuel for nuclear power plants. The company produces fuel assemblies for VVER-440, VVER-1000, RBMK-1000, BN-600,800, VK-50, EGP-6; powders and fuel pellets intended for supply to foreign customers. It also produces nuclear fuel for research reactors. The plant belongs to the TVEL Fuel Company of Rosatom.
