Virgin Islands police trying to ‘take the heat off themselves’ over missing Briton

U S Virgin Islands police have been accused of trying to “take the heat off themselves” after handing the case of British woman Sarm Heslop to the Caribbean territory’s Attorney General three years after her disappearance.

The move has raised doubts over whether detectives are any nearer to being able to explain how the former flight attendant vanished from her boyfriend’s catamaran , prompting claims police have washed their hands of the investigation.

A spokesman for the US Virgin Islands Police Department (VIPD) told local news website Loop News earlier this week: “There is no further development in this investigation and [it] has been referred to the Attorney General’s Office.”

Sarm’s family and friends reacted with anger after VIPD failed to inform them of the move or even consult them over their next step. They have now accused officers of bungling the investigation from the start.

‘Appalling’

Find Sarm, the campaign group set up by her friends, said: “It’s appalling that the VIPD would share this kind of information with a local news outlet instead of properly updating Sarm’s family.

“Once again, it shows a total lack of respect for her grieving family and friends.

“We have been living in this agony for so long now that we hardly allow ourselves to hope for a breakthrough that will lead to a conclusion of this nightmare, so for the VIPD to callously allude to progress without explaining to the family exactly what is happening leads us to believe they aren’t really doing anything. It’s likely they’re just trying to take some of the heat off themselves.”

David Johnston, a former Scotland Yard homicide and serious crime commander, appointed by Sarm’s family as their official liaison, said: “We have, of course, written to the VIPD to ask for an update following this reference to Sarm’s case being referred to the Attorney General.

“We have received no response. We seek clarification on exactly what this means for the investigation.”

Sarm’s parents, Brenda Street and Peter Heslop , urged police earlier this month to question her boyfriend Ryan Bane after photographs of him living in the US came to light.

Mr Bane was the last person to see Ms Helsop before she vanished, leaving all her possessions including her phone, wallet and passport on board.

He was spotted last month using a gym in his native Michigan, where he has reappeared after maintaining a low profile since Sarm vanished.

Jail sentence

Mr Bane – who served 21 days in jail on a 60-day sentence for assault and battery on his then wife, Cori Stephenson , in 2011 – was photographed at Planet Fitness in Lake Orion, by one of Ms Stephenson’s relatives.

Sarm went missing from Mr Bane’s yacht Siren Song in the early hours of 8 March 2021, while it was anchored off St John .

The 41-year-old from Southampton disappeared after the couple had dinner on the island and returned to the boat to sleep.

He reported her missing to police at 2.30am local time, but did not inform the coastguard about her disappearance until around noon the same day.

Coastguard officials said that when they visited his boat during a search and rescue operation that afternoon, they found him drunk and unco-operative.

Mr Bane refused to answer questions and physically prevented them from searching his boat, leading to him receiving a citation for impeding officers.

But police took no steps to search the yacht for clues in the days and weeks after her disappearance and have never formally questioned him.

Mr Bane, now 46, put the Siren Song up for sale for $229,000 (£181,000) in October 2021, after leaving the islands and sailing to Grenada before travelling on to Barbados. While in Grenada Mr Bane replaced the boat’s freezer, according to Mr Johnston.

‘I want justice’

Mrs Street, 67, from Ongar in Essex, said earlier this month: “There are too many things that don’t make sense and don’t add up. I don’t believe Sarm just went missing. I believe she was murdered. I want justice for her. I want to bring her home so I know where she is – she deserves that.”

Speaking through his lawyer, Mr Bane has always denied knowing what happened to Sarm.

A spokeswoman for the US Virgin Islands Attorney General told The Telegraph: “Throughout VIPD’s investigation, the Attorney General’s Office has, on multiple occasions, assisted the major crimes division.

“At the present time, the Attorney General’s Office does not have any information to suggest that VIPD has closed its investigation. But the Attorney General’s Office has not yet been presented with enough evidence to charge this matter criminally.”

Peter Navarro is 1st Trump White House official to serve prison time related to Jan. 6 attack

MIAMI (AP) — Former White House adviser Peter Navarro reported to prison Tuesday for a contempt of Congress conviction, becoming the first senior Trump administration official to be locked up for a crime related to the Jan. 6, 2021, Capitol attack.

Navarro was sentenced to four months in prison for defying a subpoena for documents and a deposition from the House committee that investigated the riot by supporters of then-President Donald Trump.

Navarro was defiant in remarks to reporters before he headed to the federal prison in Miami, calling his conviction the “partisan weaponization of the judicial system.”

He has maintained that he couldn’t cooperate with the committee because Trump had invoked executive privilege. But courts have rejected that argument, finding Navarro couldn’t prove Trump had actually invoked it.

“When I walk in that prison today, the justice system — such as it is — will have done a crippling blow to the constitutional separation of powers and executive privilege,” Navarro told reporters Tuesday.

After voting in Florida on Tuesday, Trump was asked about Navarro.

“He’s a good man. He was treated very unfairly,” Trump said, calling him a “great patriot” and praising his job negotiating trade with China. “The Biden administration treated him very, very badly. It’s a shame, but that’s the way it is.”

Navarro, who served as a White House trade adviser under Trump, was subpoenaed by the committee over his promotion of false claims of voter fraud in the 2020 election in the run-up to the Capitol attack.

Navarro had asked to stay free while he appealed his conviction to give the courts time to consider his challenge. But Washington’s federal appeals court denied his bid to stave off his sentence, finding his appeal wasn’t likely to reverse his conviction.

And Supreme Court Chief Justice John Roberts on Monday also refused to step in , saying in a written order that he has “no basis to disagree” with the appeals court. Roberts said his finding doesn’t affect the eventual outcome of Navarro’s appeal.

Navarro was the second Trump aide convicted of contempt of Congress charges . Former White House adviser Steve Bannon previously received a four-month sentence but a different judge allowed him to stay free pending appeal.

The House committee spent 18 months investigating the insurrection, interviewing over 1,000 witnesses, holding 10 hearings and obtaining more than 1 million pages of documents. In its final report , the panel ultimately concluded that Trump criminally engaged in a “multi-part conspiracy” to overturn the election results and failed to act to stop his supporters from storming the Capitol.

Special counsel Jack Smith has separately charged Trump with conspiring to overturn his election loss to President Joe Biden. That case is on hold while the Supreme Court weighs Trump’s claim that he is immune from prosecution . The high court is scheduled to hear arguments on the matter next month.

A Maine man pleaded guilty to robbery after throwing coffee in a convenience store clerk’s face and grabbing cash out of the register.

William Moholland, 56, pleaded guilty on Monday to robbing a Circle K on Main Street in Farmington in May 2023. The charges of theft by unauthorized taking or transfer and assault were dismissed, according to the Sun Journal.

Moholland will serve six months of a nine-year sentence, followed by four years of probation, according to the Sun Journal.

Surveillance video showed the clerk opening the register and Moholland throwing coffee at the clerk and stealing $153 from the register before fleeing from the store, the Sun Journal reported.

Police say they arrested Moholland at a business in Wilton the day after the robbery.

Moholland has prior convictions for manslaughter, operating under the influence and assault, according to the Sun Journal.

PRC Citizen Sentenced for Conspiring to Transport Illegal Aliens to Guam

Saipan – Shawn Anderson, United States Attorney for the Districts of Guam and the Northern Mariana Islands, announces that on March 15, 2024, Kun Gao, age 43, a citizen of the People’s Republic of China (PRC) was sentenced in the District of the Northern Mariana Islands for Conspiring to Transport Illegal Aliens, in violation of 8 U.S.C, §§ 1324 (a)(1)(A)(ii) and (v)(I).  The Court ordered 30 days in prison, one year of supervised release, and a $100 mandatory assessment fee.  Gao was also ordered to promptly return to the PRC after serving his sentence.  

In July 2023, Gao and nine other PRC nationals conspired with four Saipan residents to transport them from Saipan to Guam using a small, motorized boat.  Most of the PRC nationals had no lawful status to be in the CNMI, and none of them were authorized to go to Guam.  Their boat ran out of fuel near the island of Rota, which required a dangerous sea rescue by the U.S. Coast Guard Sector Guam.

At the sentencing hearing, Chief Judge Ramona V. Manglona agreed with the government’s argument that this type of crime needs additional deterrence.  The term of imprisonment imposed was therefore longer than those for past cases.

“Unlawful travel by foreign nationals from the CNMI to Guam is a recurring problem,” said U.S. Attorney Anderson.  “It is an abuse of CNMI parole provisions within our federal immigration system.  It also endangers the lives of those involved, in addition to government personnel who must frequently conduct rescues in adverse weather.  Our sentencing recommendations will continue to emphasize deterrence and public safety.”                

"We are committed to upholding the rule of law and ensuring the integrity of our borders. Today's sentencing sends a clear message that individuals who conspire to circumvent immigration laws will be held accountable for their actions,” said Special Agent in Charge John F. Tobon.

This case was investigated by Homeland Security Investigations, with assistance from United States Coast Guard Sector Guam. 

Assistant United States Attorney Eric S. O’Malley from the District of the Northern Mariana Islands prosecuted the case.
