Tech Mogul Michael Saylor, Owner of Entourage Party Yacht, Starts Fractional Superyacht Ownership Program

Back in January we reported that the cast of the upcoming Entourage movie was filming some wild party scenes with topless models in Miami aboard the impressive $30 million  Usher superyacht. Now the vessel’s owner, tech billionaire Michael Saylor, is using the luxury yacht as the crown jewel in a new company called Fleet Miami that he’s positioning as, according to a post on his Facebook timeline as reported by  Pursuitist , “NetJets for yachts, albeit more exclusive and less ambitious." Saylor intends to sell memberships starting at $250,000 per year, which will give cardholders access to the 154-foot  Usher, as well as Saylor’s other yachts — including the 147-foot Feadship Harle , the 87-foot Warren Yacht Moksha , and the 36-foot cruiser Julia .

“Michael Saylor saw a big need to simplify not only the ownership of yachts but also the need to streamline the charter process,” Captain Glen Allen, fleet captain of Fleet Miami, tells The Superyacht Owner . “Mr. Saylor hates inefficiency. He looked at how when we added a second and then third yacht to his stable, the crew became much more efficient. He saw that with multiple yachts we could utilise the crew much more efficiently. But then the inventory of available days of use grew and he was not able to fill those days — he felt we needed a system to take advantage of that.”

Can’t afford a full membership? Saylor is also selling seven-day charters through the Florida Keys for $70,000 to $280,000, depending on which yacht you choose. Usher , which had been available for charter at $225,000 per week, is a high performance motor yacht built by the renowned Delta Marine shipyard in 2007. It features one of the most distinctive interiors of any vessel, with a tropical-themed design scheme that includes custom glasswork, bamboo, leather and rich exotic woods (like Wenge, Bubinga and Koa). Perfect for partying, it features a hot tub, wet bar and two onboard margarita machines. Saylor, once the richest person in Washington, D.C., lost an estimated six billion in a single day during the tech bubble in 2000, but has since recovered a fair amount of his fortune.

Three years ago, a hulking supply vessel that had worked the oil fields in Kazakhstan was looking for an owner. The 223-footer, with its bare decks and industrial look, seemed an unlikely candidate to become an expedition superyacht. Sanaborg had been lying around Harlingen harbor in the Netherlands for years, with no future prospects.

Visiting the yard at ICON Yachts , Sanaborg ‘s future owner was able to see her potential. The vessel had many things going for her: She only had about 5,000 nautical miles under her hull and she had been built at a reliable Dutch shipyard, so ICON knew her pedigree. Sanaborg also had the highest-rated Polar-class hull, so she could travel anywhere in the world. “The vessel was designed to be self-supporting, so she can be repaired by her crew in the most remote areas,” says Leon de Haas, ICON’s project manager. “That contrasts with most pleasure yachts that cruise the Mediterranean, where all you have to do is click your fingers and a maintenance team shows up from shore.”

Self-sufficiency was important to the owner, as was time. He didn’t want to wait four years for a new custom build. “He wanted a yacht that could travel to the most remote areas of the Arctic with enough fuel and provisions for weeks,” says de Haas. “And he wanted it as soon as possible.”

What the owner got, after a 22-month conversion at ICON, was Ragnar . Named after a former Viking king, the former supply vessel is now the crown jewel of world explorers. The yacht has all the luxuries of any other contemporary superyacht, but with a stylized interior by U.K.-based RWD that de Haas describes as “medieval.” It’s probably better defined as modern eclectic, reminiscent of a castle that reflects the owner’s vision in every detail.

The main salon is cloaked in dark wainscot, with wooden floors and ceilings, and the same applies to the formal dining room with its giant, 14-seat dining table that would look at home in a Viking banquet hall. Inside a glass case is a life-size replica of Ragnar, holding his sword. There is a fireplace and bookshelves in the library of the sky lounge, as well as oversized leather lounges and chairs, and wine racks behind the wooden bar in the rich, dark, pub-like lounge.

The yacht has accommodations for 12 guests, including two master suites on the upper deck—with four-poster beds, naturally—four guest suites on the main deck, and a twin stateroom that converts to an office.

Other areas look like any contemporary superyacht, such as the large, bright gym, treatment rooms in the spa, and pool and lounges on the open upper deck. “I love the observation lounge in the yacht’s forward section, with the full-width windows,” says de Haas. “I fully experienced the possibilities of that area when we did the sea trials. I can only imagine what it would be like traveling into areas of the Arctic with that awesome view.”

The owner’s plans obviously include polar travel. Ragnar has an Airbus EC145 helicopter (and helipad) that can drop guests on a snowy glacier for heli-skiing, a three-person submersible for adventures in Arctic waters and snowmobiles and all-terrain vehicles for exploration on land. The yacht is one of the first to be rated as Ice Class 1A Super, which means it can operate in temperatures as low as -31 degrees Fahrenheit at a speed of four knots, in ice that is 20 inches thick. Ragnar ’s engines and electric pods are designed to churn ice as it navigates ice channels. Her range is well beyond 6,000 nautical miles. Among the world of explorers, Ragnar is king.

The beast-to-beauty conversion process was not an easy one. ICON had to do extensive modifications to the on-board power systems, including adding generators for the extra power demand the owners, guests and the crew would have on the vessel. “The complex power-management system had to be completely rearranged,” says de Haas. “We also had to modify many other systems from Ragnar ‘s bridge to her stern. This level of complexity is completely different than building a new vessel.”

The next stage involved transforming a utilitarian support vessel into the owner’s dream boat. The team extended the superstructure over the boat’s former working decks to make space for the luxurious interior. “In one case, we took out an outer wall to create the observation deck,” says de Haas. “We’d done new builds and refits, but this project was much more complicated. In the end, there were only a few surfaces that are recognizable as being original. Otherwise, everything else is new. Our company is very proud of what we achieved.”

The main saloon is accessed via a raised pilothouse, which offers a panoramic view in every direction. The pilothouse saloon features matching cream ultra-leather settees to port and starboard, and a teak table provides added convenience. This is an excellent space for enjoying a morning coffee, light lunch, or evening cocktail. An ice chest and lockers at the entrance aft safely hold frequently used items for both cockpit and pilothouse. The forward section of the pilothouse features a full second hydraulically controlled steering station and engine controls to port with chart table and full instrumentation. The hydraulic system has a feedback control for improved feel and can be bypassed completely when steering from the cockpit.To starboard is an over-sized teak counter that can be used for serving or additional navigational space. 

MAIN SALON 

A short companionway takes you from the pilothouse down into the main saloon. The cream ultra-leather headliner 

continues forward into the main saloon. This combined with the satin teak interior with glossy teak and holly cabin sole creates a warm environment. The black ultra-leather settee add contrast and an air of formality. The settees curve around a teak dining table providing additional seating to port .

GALLEY 

Sea going galley is designed to prepare gourmet meals or light snacks for family and friends. It features a separate freezer and top and side loading refrigerator. There is a Force 10 SS 4-burner propane stove with oven and a separate microwave oven. There is a very large SS sink, pressure and manual fresh water system with water heater and fresh and salt water foot pumps. The solid Italian granite counter-tops are laminated to lightweight honeycomb panels. There are numerous compartments storage outboard of the galley counters. A variety of halogen lighting fixtures.

UTILITY ROOM 

This room has ample length to be converted into an additional private stateroom or captain's cabin. There is a long Formica counter-top with ample storage underneath and storage overhead in cabinet lockers. The inner partition is fully removable for access to the engine room and generator. There is a washer/dryer.  

MASTER STATEROOM 

The full beam master cabin is tasteful and spacious. There is a queen center-line bed with innerspring mattress. Both sides are 

equipped with reading lights, night table storage, short dressing settee, and bureau. The starboard side has three hanging lockers; the port side one. Each locker is cedar lined and large, capable of being double hung with shelving behind. Facing the bed is an entertainment center and desk/vanity with swing-out seat. Numerous ports provide light and ventilation. The master head is en- suite. There is an electric toilet, black granite counter-top with hammered nickel sink, ample storage, and separate shower room with seat. 

GUEST STATEROOMS 

Two matching guest staterooms are to port and starboard forward of the salon. They have ample double berths, 

bureaus, hanging lockers, and mirrored vanities with swing-out seats. Forward of each is a private guest head with toilet and shower. Each feature hammered nickel sink, marble counter-tops,and storage. 

CREW QUARTERS 

The v-berth cabin has 2 counter-tops that can be used as a workroom/sail locker or cushions can be placed on them for use as berths. There is a hatch access from the forward deck. There is considerable storage in a locker system alone and below the port counter/berth. There is a custom waterproof door through the waterproof crash bulkhead. The door is made to match the varnished interior of the cabin. Forward of the v-berth cabin is a watertight bulkhead with chain locker.

Wherever we have gone with Crown Jewel we hear wow!, beautiful boat...and have loved observing the inevitable and envious stares from onlookers. Her aesthetic inside & out have, of course, made us so proud. But to us the unique ability for two people to sail alone easily despite her size has been a huge bonus & given us much pleasure. Sadly, at present, our health and mobility have declined making it too difficult to reap the rewards and benefits of our beloved boat. It is for this reason that we would like to hand it over to someone who will enjoy the pleasures it has brought us.

My good friends John and Kendra settled on their dream home 25 years ago...

It was "more house" than they should have bought at the time. But they couldn't resist.

While the first few years were tough on their budget, things couldn't have worked out any better for John and Kendra in the long run. They paid less than $400,000 for the property... and now, it's worth at least $2.5 million.

You see, this property is special because of its location. It's on a quiet, unusually wide, deep-water canal near the Intracoastal Waterway and the Atlantic Ocean. Ultra-rich yacht owners love this area... especially during the winter months, when they can escape the cold Northeast.

John and Kendra didn't fully appreciate this a quarter-century ago when they moved in, but they certainly do now... They own one of South Florida's "crown jewels."

Now, the thing is, crown jewels like these aren't just in real estate. They're also plentiful in the stock market – if you know what to look for.

By buying these gems and holding them for the long term, you have the opportunity to build massive wealth in the same way that John and Kendra have with their house.

So in today's essay, I want to help you learn how to uncover these crown jewels. Let's start at the top – by breaking down their two key qualities...

Crown-jewel stocks possess two key traits – enduring value and optionality .

Enduring value typically comes from at least one of the following three factors...

  • Unique physical assets
  • Special rights
  • Special capabilities

Well-located waterfront property like John and Kendra own is special because it's very scarce. It has enduring value because you can only buy so much land in South Florida with quick access to the Intracoastal Waterway and the Atlantic Ocean.

Many public companies have also amassed impressive real estate holdings, although investors don't necessarily think of them as ways to put money to work in the space.

Consider Copart (CPRT), the country's leading provider of vehicle-reselling services...

Copart has tens of thousands of vehicles for sale at any given time on its website. And maintaining a huge inventory of damaged vehicles requires a lot of land in strategic locations... The company currently owns more than 8,500 acres.

But what makes Copart special is how it turned its land holdings into a unique – and often underappreciated – competitive advantage. It's a unique physical asset ...

You see, since large land tracts in or near major cities are scarce, their value has risen over time. And that translates into higher rental prices for the land.

Because Copart's competitors generally rent rather than own, they must pay increasingly higher rates to use the land. But because it acquired its land years ago at lower prices, Copart avoids this problem and earns industry-leading operating margins.

Sometimes, it's about more than just the land itself...

In the June issue of Extreme Value , my colleague Dan Ferris and I recommended a company that has amassed almost 20 times more land than Copart, much of it in fast-growing metro areas.

But this land is even more valuable than Copart's because it has special rights that are nearly impossible for competitors to replicate. The company leverages this tremendous advantage into something every business prizes – the ability to regularly raise prices.

In a similar way, the special right to sell products under a well-known, highly regarded brand is one of the greatest sources of enduring value ever created...

Iconic brands like Coca-Cola (KO), Quaker Oats, and Campbell Soup (CPB) have been around for more than a century. They provide a durable source of cash flow for their owners. Dominant brands typically get special privileges, too – like premium shelf space at top retailers.

Certain crown-jewel companies also have special capabilities ...

One particularly valuable skill is the ability to acquire other companies successfully. By this, I mean that it can find the right companies at good prices... and then integrate them into the existing business in a way that adds value.

Many acquirers excel at one or the other. Few companies are exceptional at both sets.

These traits can all create enduring value. But in addition to enduring value, crown jewels often feature another critical attribute – optionality ...

Think of this as something special that you don't necessarily count on, or even know about today... But in the future, it could become a very big deal.

When my friends John and Kendra bought their South Florida home 25 years ago, they were still a long way from retirement. Now that it's closer, they're looking at other places to live.

The good news is... they'll never have to sell their amazing waterfront property (and take a huge capital-gains-tax hit) to fund the move.

That's because the home-rental market has developed so much over the past decade due to operators like Airbnb, HomeAway, and other online rental companies. John and Kendra can easily rent their waterfront home for $15,000 per month in-season (December to April), then use part of that income to live comfortably somewhere else for the rest of the year.

That's the beauty of crown jewels...

They can change with the times in ways that are impossible to predict... and make smart, early investors a fortune in the process. This might be the best example...

One investor I know purchased $5,000 of Apple (AAPL) stock in the late 1990s, long before the iPhone was even on the drawing board. Today, that position is worth about $950,000... and provides the investor with $6,500 in annual dividend income .

Think about that... This investment is now generating more income each year than it originally cost the investor, largely thanks to a product that didn't even exist at the time!

U.S. Eyes $156 Million Yacht in Dubai Linked to a Russian Oligarch

The U.S. Justice Department is taking steps to seize the Madame Gu, a 324-foot luxury yacht, but it will be diplomatically thorny.

DUBAI, United Arab Emirates — On a clear morning in late October, the jewel-blue hull of the Madame Gu, one of the world’s most luxurious superyachts, gleamed, its aluminum rails shimmering in the sun. Workers on the pier said they had recently seen people painting, cleaning and generally keeping the ship with its helipad and six guest staterooms in pristine condition.

In past years, such a scene would not have been noteworthy. Many superyachts come and go from Dubai’s Mina Rashid Marina, best known as the home of the Queen Elizabeth 2, the trans-Atlantic ocean liner-turned-hotel that dominates the waterfront here.

But Russia’s war in Ukraine has turned an otherwise routine tableau into a diplomatic battleground between the United States and the United Arab Emirates, an important American ally that has established itself as a safe haven for Russian money and assets out of the reach of U.S. sanctions.

The $156 million Madame Gu epitomizes the problem. In June, the United States designated the vessel, which is linked to Andrei Skoch, a Russian steel magnate and lawmaker under sanctions, as blocked property. That means the yacht cannot use American companies for its upkeep, employ U.S. citizens or even use the dollar. The Justice Department is now taking steps to seize the Madame Gu, according to people with knowledge of the plan.

But the United States can’t seize property in a sovereign nation without permission from its government. The Emirates, which has taken a friendlier position toward Moscow, is balking at cooperating with the United States to pursue oligarchs, American officials said. The Kremlin is also using oligarch-controlled companies in the Emirates to acquire war supplies that the West is trying to keep out of Russia’s reach, according to a Western official involved in the sanctions effort against Russia.

Emirati officials did not comment specifically on the Madame Gu but said in a statement that they took their role “protecting the integrity of the global financial system extremely seriously.”

A closer examination of Russian assets in the Emirates shows that even before the war in Ukraine, Dubai had become a playground for Russians with links to President Vladimir V. Putin. At least 38 businessmen or officials with ties to the Russian president own homes in Dubai that are collectively valued at more than $314 million, according to the Center for Advanced Defense Studies. Five of those owners are under U.S. sanctions.

Since the Russian invasion, Dubai has established itself as a safe haven for Russian yachts and aircraft unable to sail or fly elsewhere. After Russian jets were barred from the European Union in late February, the Emirates became the destination for 14 percent of all private flights leaving Russia, up from 3 percent before the invasion.

“It’s frustrating when you see huge assets that are sitting out there and it appears that the country is not cooperating,” said Senator Sheldon Whitehouse, Democrat of Rhode Island, referring to the Emirates. “It would be nice if there were more common cause against Putin while he’s busy shelling hospitals and schools.”

Mr. Whitehouse is sponsoring legislation that would use proceeds of the sales of seized Russian assets to help rebuild Ukraine. Senior officials at the Treasury and State Departments have also complained publicly about the situation.

U.S. officials view the presence of superyachts in places like Dubai and Bodrum, Turkey , as a symptom of wider Russian circumvention of sanctions and continued access to financial markets. Yachts have also come to symbolize the decadence of Russia’s oligarchs, especially at a time when Russian soldiers are scrounging for body armor and sleeping bags on the front lines.

Pursuing the Madame Gu

Built by the Dutch firm Feadship and put into service in 2013, the Madame Gu has a large helicopter pad on its forecastle with a hangar underneath that can double as a squash court when the chopper isn’t on board. The vessel has berthing for 36 crew members, according to one trade magazine.

Mr. Skoch, a member of Russia’s Parliament who is linked to assets worth billions of dollars, according to U.S. court filings, has had sanctions imposed on him twice by the United States, first in 2018 and then after Russia’s invasion this year. The Treasury Department has cited his “longstanding ties to Russian organized criminal groups.”

Mr. Skoch could not be reached and did not respond to messages left at his office at Parliament.

In an interview in October about the government’s broader efforts to go after the assets of oligarchs, Andrew Adams, a federal prosecutor leading the Department of Justice’s KleptoCapture task force, declined to discuss the Madame Gu. But the United States, he said, is warning companies they must not do business with individuals and assets under sanctions. The government, he said, will pursue oligarch-owned assets whose sale could be used to aid Ukraine.

“Where we know there is an asset that can potentially provide significant remuneration for Ukraine, that obviously is an attractive case to pursue,” he said.

U.S. officials are likely to use the case they made for impounding a $90 million Airbus business jet linked to Mr. Skoch in August as a blueprint for seizing the Madame Gu, said people familiar with the plan.

That means investigators will aim to show that the owner of the vessel, or the companies that have been providing services to it, have intersected with the U.S. financial system.

“If there are U.S. dollars or a U.S. nexus associated with supporting this vessel, massive enforcement actions could take place,” said Adam M. Smith, a former official overseeing sanctions at the Treasury Department. Companies that provide support to entities under sanctions could potentially face their own sanctions, said Mr. Smith, who is now a lawyer at Gibson Dunn in Washington.

This year the United States has carried out two high-profile seizures of yachts tied to Russians under sanctions, working with cooperative governments. The $300 million Amadea was taken in Fiji in May and sailed to San Diego under an American flag. In April, the United States worked with Spanish police to seize the $90 million Tango.

A Problematic Partner

Diplomatically, the Emirates has been reluctant to take a clear anti-Russian position when it comes to the war in Ukraine. Sheikh Mohammed bin Zayed Al Nahyan, president of the United Arab Emirates, recently met with Mr. Putin in St. Petersburg, and the Emirati foreign minister recently hosted his Russian counterpart. Yet Sheikh Mohammed has also talked with Volodymyr Zelensky, the president of Ukraine, more than once and recently gave the country $100 million in humanitarian aid.

The United States has publicly expressed dismay over the mixed messages.

During a visit to Dubai in June, Wally Adeyemo, the U.S. deputy treasury secretary, warned of the need for vigilance and proactive steps in combating Russian evasion. That same month Barbara Leaf, the State Department’s under secretary for Near East Affairs, said at a congressional hearing that regarding the Emirates, she was “not happy at all with the record at this point” on sanctions enforcement. Mr. Adeyemo reiterated his concerns in a meeting with Emirati officials in October in Washington.

A senior State Department official said in a statement to The New York Times that the agency continues “to reinforce the importance of conducting enhanced due diligence to prevent sanctions evasion and investigating allegations of such activity” to the Emirates.

The Treasury Department declined to comment on the Madame Gu or the relationship with the Emirates.

Last month, the Treasury Department announced it had placed sanctions on an Emirates-based company, Constellation Advisors Ltd., that the American government said was operating on behalf of a nephew of another Russian oligarch, Suleiman Kerimov. Mr. Kerimov, according to American court documents, was the owner of the Amadea superyacht .

American officials are also worried the Russian government is using the Emirates to acquire military supplies for its war in Ukraine. On Nov. 15, the Treasury Department imposed sanctions on two Emirates-based transportation firms that had worked with another Iranian firm under sanctions, which in turn had helped transport drones and personnel from Iran to Russia.

Moored in Dubai

Based on a recent visit to Dubai’s Mina Rashid Marina , where the Madame Gu is moored, it is clear that international companies are playing a critical role in its care.

The Emirates-based company DP World, through its subsidiary P&O Marinas , oversees the pier where the Madame Gu is moored. Employees from another DP World subsidiary , World Security, staff the small guard box at the entrance. That makes DP World, which is owned by Dubai’s royal family, potentially vulnerable to American sanctions.

DP World “fully complies with all applicable local and national laws and intends to continue doing the same regarding the Madame Gu and other vessels utilizing our services,” said Adal Mirza, a spokesman for the company. He added that DP World had not yet heard from the United States or other countries that had placed Mr. Skoch under sanctions, including Britain and the European Union.

A generator set that dock workers said in late October was powering the Madame Gu — two container-like structures near its stern — bore the distinctive orange logo of Aggreko , a British company. The generator set was connected to the superyacht by thick cords; one of the containers was emitting grayish exhaust.

At the Mina Rashid Marina, soon after Aggreko was contacted by The Times, workers removed the generator. “Having identified that the generator was being used to power a vessel that is allegedly connected to a sanctioned person, we immediately terminated this rental and have since recovered the generator,” the company said in a statement.

Mr. Mirza, the DP World spokesman, said the Aggreko generator had been replaced with one from a local supplier.

P&O Marinas arranged for the diesel generator to provide power for the Madame Gu because that part of the pier, a holding area, has no shore-supplied electric power, said a port official in Dubai, who spoke on the condition of anonymity because he is not authorized to talk to the press.

“At the end of the day, if the U.A.E. hasn’t imposed sanctions, it’s not really their job to enforce other countries’ laws within their borders,” said Nabeel Yousef, a Washington-based partner at the law firm Freshfields, where he runs the sanctions practice. Nevertheless, “companies should not take comfort in the fact that their country has not imposed sanctions,” he added, “because even the smallest connection to the U.S. can lead to U.S. penalties.”

There has also been a notable absence onboard the Madame Gu in recent weeks: a flag. Unlike other ships moored nearby, including the Quantum Blue, a superyacht linked to the billionaire Sergei Galitsky, the Madame Gu appears to be stateless, apparently having been deflagged by the Cayman Islands.

Cayman Islands officials didn’t respond to an emailed inquiry about the ship’s status.

If DP World were to face fallout from U.S. sanctions enforcers, it wouldn’t be the first time the company has been the focus of attention in Washington. In 2006, DP World was seeking to manage some terminal operations at six American ports but dropped out of the deal after a bipartisan uproar in Congress.

Gorky Park: the jewel in Soviet Moscow's crown shines again

Behind majestic columns adorned with hammers and sickles, Gorky Park in Moscow once stood as a testament to Russia's post-Soviet decay: dirty and forgotten, tinny techno pumping from its loudspeakers as children rode rusty rides that had seen better, and safer, days.

As Moscow grew richer after the oil boom of the 2000s, the park fell further into disrepair. While the capital became home to more billionaires than anywhere else in the world – 78 in 2012 according to Forbes – average residents had to navigate piles of rubbish and drunks during an afternoon at what was once Soviet Moscow's pride and glory.

Last year, something changed. Seemingly overnight, the park was transformed into an urban paradise, a rare spot of verdant tranquility in the midst of Moscow's overcrowded, traffic-clogged streets. There are neat rows of ping-pong tables and a pétanque court permanently occupied by the city's hipsters. Each summer night, an open air cinema blasts out hits new and old. There are lounge chairs, free Wi-Fi, even a lawn filled with pillow-shaped beanbags for a mid-afternoon nap.

The park's renovation is part of a citywide attempt to make Moscow – or at least parts of it – more liveable.

"Many people make money in Moscow, and many people spend money here, but there are very few people who smile at one another," said Sergey Kapkov, who was promoted to head the city's culture department after overseeing the renovation of Gorky Park.

Overseeing the renovation of parks across the city has been his most visible achievement, an initiative launched by Sergei Sobyanin, who was appointed mayor in 2010. That the project coincided with an eruption in popular protest and social activity unseen since the Soviet collapse is no coincidence.

"Everyone knows that I went to the protest at Bolotnaya Square," Kapkov said, referring to one of the big protests against Vladimir Putin's return to power that rocked the city earlier this year. "All Muscovites have demands – people call them the creative class, oppositionists; I call them new city professionals. These people work in various places, have a stable wage, have travelled a lot and they understand what they want from the city. We're trying to fulfil their demands."

In an attempt to recognise Muscovites' newfound political and social activism, city authorities said they would open "speakers' corners" in Gorky Park and another big park, Sokolniki, something they said would be akin to a Russian Hyde Park. "We need the city to be human," Kapkov said, listing plans to launch a series of citywide festivals and music points in the metro and ubiquitous underground passageways, modelled on those on the London tube.

The city has renovated 30 parks this year and plans to upgrade the 74 that remain by 2016. Each comes at a cost of around £30m. "There were good parks in the Soviet Union," Kapkov said. "Parks were called culture factories. They were the main places in Soviet times because they were accessible and free."

Then came the Soviet collapse and the swarming of wild capitalism, when everything went from being free and cherished to being costly and shabby. Gorky Park, once the jewel in the Soviet parks crown, even instituted an entry fee. "So this most accessible form of entertainment became home to rides and alcohol and cheap food. And this place degraded terribly," Kapkov said.

Marianna Remizova, 75, was taking a stroll through the park recently with her husband. They stopped going to the park five years ago and only recently rediscovered it post-renovation.

"Right after the Soviet collapse it was bedlam," Remizova said. "There were crazy rides, people with wild animals – a crocodile, a puma, once I even saw a woman holding a young lion. Now everything is great. They've finally started to do something, to concern themselves with Moscow." Not everyone is happy. Some decry the lack of games and rides, saying the park has lost sight of its general audience to appeal to the minority of modernised hipsters instead. The modernised hipsters, in turn, at least those of an opposition bent, have decried the Hyde Park idea, arguing that the city is attempting to destroy their protest movement.

Kapkov explains the park's appeal this way: "Fashionable and hip young people are always the quickest on the uptake. When something new pops up, they always fill it. You can call them hipsters, or fans of Gorky Park. In 20 years, we want people to say: my parents met at Gorky Park."
